Description
Sources Sought Revenue Operations (RO), aligned under the Veterans Health Administration (VHA) Chief Business Office (CBO), is committed to excellence in revenue services. CBORO uses state-of-the-art business processes to ensure that the Department of Veterans Affairs (VA) collects revenue from private health insurance carriers for non-service connected care provided to insured Veterans. These funds go back to the VA Medical Centers (VAMCs) to provide health care services to our Veterans. There are seven regional CPAC facilities located nationwide that provide revenue cycle management to twenty-one Veteran Integrated Service Networks (VISNs) and their associated VAMCs. CPACs perform back-end revenue cycle processes while the VAMCs maintain ownership of key Veteran-facing revenue functions. CBORO currently has more than 3500 employees. CPAC employees work in ten different departments that are staffed by various positions each with unique competency and qualification requirements. Many factors influence staffing requirements such as workload, productivity, experience levels and utilization of technology. In 2015 CBORO acquired a Workforce Optimization and Resource Planning Model (WORPM) that generates multi-year staffing projections, provides a platform for scenario and optimization modeling, and accounts for all relevant variables and constraints impacting human capital management and deployment decisions. In order to maximize the efficiency and effectiveness of each CPAC's workforce by optimizing staffing mix and human capital deployment CBORO requires additional analytical and healthcare modeling support. Purpose: The purpose of this Request For Information (RFI) is for market research purposes. This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Government to provide support for any ideas identified in response to it. Please note that the United States Government will not pay for the preparation of any information submitted or for its use of that information. Responses will be compiled and shared internally with the Department of Veterans Affairs (VA). Responses: All interested parties are invited to respond. All responses must be submitted to Nefertiti McDonald by 3:00 P.M. EST, June 22, 2015. Please limit responses to 5 pages using font no smaller than 10. Responders will receive an electronic confirmation acknowledging receipt of a response, but will not receive individualized feedback on any submissions. No basis for claims against the U.S. Government shall arise as a result of a response to this RFI or from the Government's use of such information Disclaimer This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Contractors shall identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Date of response due no later than COB June 19,2015.
