Description
This Sources Sought Notice will be utilized by the U.S. Army Corps of Engineers, Rock Island District to establish a list of sources interested in Blanket Purchase Agreements (BPA) for the supply of Fuel and Oil products. A Blanket Purchase Agreement (BPA) as defined by FAR 13.303(a) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing quote mark charge accounts quote mark with qualified sources of supply. The BPA does not guarantee, nor obligate the Government to, any orders to a BPA holder in any way. The agreements will have a period of performance of five (5) years from the date the Master Agreement is established. As supplies are required, the Government will issue a Request for Quote (RFQ) to vendors actively holding a BPA Master Agreement. BPA holders will not be required to quote on every RFQ. Quotes will be required to be submitted electronically, via email, and utilizing a price sheet in an excel (.xlsx) format. Interested Vendors should be capable of delivering various types and quantities of Fuel and Oil products to the Upper Mississippi River and Illinois Waterways. Detailed locations for deliveries can be found in the BPA Terms and Conditions attached to this notice. To be eligible for a BPA, an Interested Vendor SHALL have an quote mark active quote mark record in the System for Award Management (SAM), at www.sam.gov.
