- SOW SINLEC15Q0071 Combined Synopsis/Solicitation This is a "Brand Name or Equal" combined synopsis/solicitation for the purchase of four (4) 19.5' Eduardoño Riverine Patrol Boats (or equivalent) that will include an option for four (4) additional boats. Additional items to be purchased with this requirement include: two (2) spare 115 HP, two stroke engines, two (2) spare transmissions and four (4) spare propellers. This requirement is being posted as a Total Small Business Set-Aside in accordance with (IAW) FAR Subpart 19.5--Set-Asides for Small Business. While all small business sources are encouraged to participate in the solicitation, the order of precedence for this set-aside shall be HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB) and then all other small business designations. The "rule of two" will be applicable and award will be based on "Fair Market Pricing". As an example, if quotes are received in the order of precedence that are not considered to be at a fair market price, the next socio-economic category will be considered. The North American Industrial Classification System (NAICS) code for this requirement is 336612--Boat Building with a size standard of 100 employees. Questions for this requirement shall be submitted in writing as soon as possible but not later than 5:00 PM, EST on 29 June 2015 to: Brett Scott (Contract Specialist) by email at ScottB2@state.gov. Questions not received by the final date and time will not receive consideration. Quotes shall be due not later than 5:00 PM, EST on 7 July 2015. In order to participate in this RFQ and be eligible for an award, the proposer must have a current CAGE Code and be registered to do business with the Government in the System For Award Management (SAM) and not be on the Excluded Parties List. https://www.sam.gov
