Description
J&A Optical Dilatometer PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with TA Instruments- Waters LLC, 159 Lukens Drive, New Castle, DE 19720. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to TA Instruments - Waters LLC, 159 Lukens Drive, New Castle, DE 19720 for two (2) Optical Dilatometers to provide the FBI dedicated equipment to directly and accurately measure the thermal expansion coefficient of an explosive formulation. 1. Two (2) Optical Dilatometers DIL 806 - Fully automated high precision optical dilatometer designed to measure the dimensional changes of a sample through a side temperature range in air, vacuum, or inert gas purge. 2. Two (2) Furnace 900º C: Folding Furnace with 2 flat hearing elements, heating element area; 55 x 60mm 3. Two (2) Dilatometer Measuring System - Sample support platform made of fused silica; 2 fused silica rods for sample support; Thermocouple: Type S. 4. Two (2) Standard Reference Material Sapphire (Dia. = 10 mm) 5. Two (2) Gas Supply Modules 6. Two (2) Vacuum Units for 10**-2 mbar: Two-Stage Mechanical Vacuum Pump, 220V/50 Hz, Pumping Speed: 2.5 m3/h; Vacuum Gauge, Measuring Range: 10**-3 mbar; Var. Connecting Elements: Connecting Hose 7. Two (2) Transformers for Furnace 900ºC/1400ºC/1500ºC DIL: Input: 230V; Output: 40V/60A: 2.4kVA 8. BAEHR TPP Install & Developmental Support Technical Requirements: • The system must accurately and precisely measure expansion of size of a material due to expansion • System must use optical methods for non-contact measurement of the sample • System must use the shadowed light method or equivalent for measurement • System must be able to operate equally well with opaque, translucent, and transparent materials with no additional sample preparation • The system must measure the initial sample length and obtain all measurements directly without the need for test specific calibrations • System must have a temperature range of -160ºC-600ºC • System must operate in air, vacuum, or inert gas environments • System must allow a sample size 0.3-30mm in width and equal to or less than 10mm • System must measure a change in sample length up to 29mm • System must have a resolution in dL/Temperature range of 50nm/0.1ºC • System must have an accuracy of 0.05x10-6 K-1 • Vendor must provide on-site setup and development support • System must have heating elements above and below the sample stage • System must have a maximum hearing rate of at least 100K/min • System must cool down from 700ºC to 50ºC in less than 10 minutes • System must come with operation and user definable software Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by TA Instruments as they are the sole-manufacturer and distributer of the Optical Dilatometer and is the only vendor that can provide an instrument that meets the FBI requirements listed above. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 5:00 pm, EST, June 18, 2015, by email to the attention of Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Offerors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
