PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. This Request for Quotation (RFQ) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-82. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. Ballistic Identification System Requirements : The desired equipment shall be composed of a portable instrument that is fully encased enabling for 2D, 2D+d and 3D imaging utilizing a specimen analysis system (SAS), a data acquisition station (DAS) and an expert workstation (EWS). • Contain a bench-top system • The device must be equipped with an auto focusing system, convenient detachable cassettes for fixing objects under examination, by special two-sided illumination to reveal the micro relief of lands on spent bullets and for-sided illumination to reveal the micro relief of striker imprint on the cap, as wells the imprint of breech face, ejector marks, etc. on the bottom and side surface of a cartridge case. • Custom mount mechanism for holding cartridges cases and bullets Technical System Specifications : - The specimen analysis system shall be capable of the following: - Processing and performing of automatic ballistic correlation session - Effective mathematical algorithms to compare the digital signatures and profiles of the object stored in the database - link and classification of stored cases in the database - automated backup process to avoid data loss - possess an effective mathematical algorithms to compare the digital signatures and profiles of objects stored in the database and be able to rank them according to the degree of similarity and allowing the results to be reviewed in an expert workstation. - have the ability to generate various types of administration reports such as system logs, audit trails, etc. for administration process. The expert workstation (EWS) shall be capable of the following: • Sending the request to the SAS for performing of analysis for both - bullets and cartridge case for ballistic profiling • Ability for the ballistic expert to mark off additional traces on the image of the bullet surface and save them in the database • Visual type of presentation of the correlation/comparison results to a user allowing to perform comparison of the target image to the candidate • Side by side exhibiting in the comparison mode • Ability to superimpose the images of the two bullets to be compared and adjust the transparency factor • Ability to view (in 2D or 3D) and compare all specimens in the entire system database or allow for the download of any specimen from the database and manually compare it with the specimen under test using the various tools: superposition of two images to be compared, scaling of the picture, measurement tools, full-screen visualization of the bullet and cartridge-case surface, etc. • Ability to export and import specimens into the files to exchange them with other similar systems. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (Apr 2014); 52.212-2, Evaluation - Commercial Items (Oct 2014) - The following factors shall be used to evaluate offers: Award will be made to the lowest priced technically acceptable Offeror responding to this combined synopsis/solicitation. 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2015) (Please note: all offerors and prospective contractors must be registered with the Online Representations and Certifications Applications (ORCA) website at www.sam.gov or must provide a completed copy of 52.212-3 with their quotation); 52.212-4 Contract Terms and Conditions-Commercial Items (May 2015), 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (May 2015), applicable clauses under 52.212-5 include: (a); (b); (1); (4); (6); (10); (12); (14) (20); (21); (22); (24); (25); (26); (27); (28); (33); (34); (37); (42). Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Ms. Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov ; no later than 4:00 pm Eastern Time (ET) on June 18, 2015. Quotes shall be clearly marked 0700-Q-0023798. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. No questions will be answered over the telephone. All questions should be submitted by email to the contracting officer listed above. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
