- This announcement constitutes as the only opportunity to receive the solicitation,for the Consolidated Facilities Management, Operations, and Custodial Services being requested for The Department of Treasury, Internal Revenue Service (IRS), Andover Service Center (ANSC), 310 Lowell St. Andover, MA.01810. All interested contractors are required to submit via email only a request for the complete Solicitation to the following email address: Cheryl.richardson@irs.gov This email should include the following number: TIRNE-15-R-00001. All requests for the solicitation should be made no later than 2:00pm est. on June 18, 2015. An email will be sent confirming receipt of request. Any request submitted after the above referenced date and time will be considered late. Therefore, making the vendor ineligible to receive a copy of the solicitation. The Internal Revenue Service, Procurement, Office of Business Operations, Field Operations Branch - Northeast will be entering into a 100% Small Business Set-Aside Firm-Fixed Price/ Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-82. This requirement is unrestricted for which the North American Industry Classification System Code is 561210, and The Small Business Size Standard is $35.5Million. NOTICES: 1. THIS IS A SMALL BUSINESS SET-ASIDE. OFFERS FROM OTHER THAN SMALL BUSINESSES WILL NOT BE CONSIDERED. 2. OFFERS ARE NOT SOLICITED FROM FIRMS DEBARRED, SUSPENDED OR PROPOSED FOR DEBARMENT. FIRMS WHICH ARE CLASSIFIED AS SUCH WILL CONSIDER THIS FOR INFORMATION ONLY. SITE VISIT/PRE-PROPOSAL CONFERENCE: Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A pre-proposal conference will be held on site at the Internal Revenue Service (IRS), Andover Service Center (ANSC), located at 310 Lowell St. Andover, MA, 01810, during which time offerors will be given the opportunity to attend a guided tour of the facility. The conference will be held on Thursday, June 25th, 2015 at time indicated on the cover page of this solicitation, unless otherwise rescheduled by amendment to the solicitation. ONLY ONE CONFERENCE IS SCHEDULED. Offerors missing the conference may lose their opportunity to inspect the site. REGISTRATION IS REQUIRED: In order to be permitted into the facility, interested parties should register at least 2 business days (48 hours) in advance of the conference with the Contracting Officer, Cheryl Richardson. Registration should be made via email to: cheryl.richardson@irs.gov, with email subject line reading "SOLITATION TIRNE-15-R-00001 PRE-PROPOSAL CONFERENCE". The CO will acknowledge individual receipt of offerors' requests. Registration request must provide the contractor's name and the names of conference attendees. Acceptable identification (with photo) will be required to enter the facility. Late registration could result in the offeror being denied entrance into the facility. NOTICE OF CHANGE: Any change to the conference schedule, as well as other changes to the solicitation, will be sent via email as an amendment to the solicitation. Offerors are responsible for monitoring their email addresses for solicitation amendments throughout the solicitation process.
