- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The Department of Veterans Affairs (VA) Eastern Colorado Health Care System, Denver, CO (ECHCS-Denver VA) and the Network Contracting Office (NCO) 19, Denver, CO are performing market research to determine how many qualified Small or Large Business Firms are available for competitive procedures for this requirement. This contemplated acquisition action shall be Firm Fixed Price requirement, in which; the Government will use responses from this notice to make the appropriate acquisition strategy decision(s). The proposed solicitation (RFQ) will be issued in accordance with FAR Parts 8 and 15. The proposed project shall initially involve the development of an integrated and dynamic toolkit of state-of the-art electronic and print resources to promote awareness of, and engagement in Evidence-Based Psychotherapies (EBP) among Veterans. Specifically, this requirement would include information about EBPs, a summary of research on the effectiveness of EBPs (including with Veterans, specifically), stories and testimonials of Veterans receiving EBPs (consistent with and complementing the "VA Make the Connection and About Face" campaigns), and information on how to access EBPs outside of VHA. Also, the contractor's organization must provide expertise in training and research that is specific to Mental Health/Suicide Prevention in the Veteran environment, including expertise in dissemination and implementation science. Contractors must have the benefit of having previously worked with Veteran and Military Populations and have provided similar programs within the VA. This project is an initiative that has been a major component of the transformation of the VA Mental Health Care System to an evidence-based and recovery-oriented system of care. This initiative, which now includes 16 EBPs, represents the largest EBP dissemination initiative in the nation and has been guided by a comprehensive, multi-level EBP dissemination and implementation model based on the findings of implementation science. The program evaluation of this initiative is associated with the U.S. Department of Veterans Affairs (VA) CBT-I Training Program, which represents the largest CBT-I training and dissemination initiative in the United States. The period of performance for the resulting contract action will be for one (1) year (base year), with two (2) additional option years. The total estimated contract amount, including all options (3 years) shall not exceed $1,500,000.00. This resulting contract requirement is estimated for award on or before October 2015. All interested contractors who can meet the requirements stated above should respond by email, in writing, with information describing their interest, capabilities statement and indicate business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. Mountain Division Time (MDT) Tuesday 30, 2015. The Request for Quote (RFQ) VA259-15-Q-0465 has been assigned and should be referenced on all correspondence regarding this announcement notice. THIS IS NOT A REQUEST FOR QUOTE. The NAICS Code 541720 is applicable to this acquisition with a Business Size Standard of $20.5 million. Interested firms and/or contractors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract.
