- Pre-Solicitation Notice - The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC) is seeking contractors capable of providing all labor, equipment, and materials to perform the maintenance and repair of the USCGC HEALY during a dry docking of the vessel. CGC HEALY, the Coast Guards largest vessel, is 420 feet long, 82 feet wide, drafts 29' 3" feet (at full load), and weighs 16,000 long tons (at full load). CGC HEALY is home ported in Seattle WA. There is a geographic restriction to the West Coast of the United States as per PACAREAINST 3100.1G; Interim Change to CGC HEALY Geographic Restriction. The solicitation will be issued utilizing procedures in FAR Part 12, Acquisition of Commercial Item and FAR Part 15, Contracting by Negotiation. The solicitation is scheduled to be issued on or about August/September 2015 with a planned closing date 30 days after issuance. The anticipated start date will be 09December2015 with an anticipated end date of 12April2016.
