Description
Emergency Notification System (ENS) The FAA has a requirement for a deployed and operational (turn-key), fully functioning Emergency Notification System (ENS). This requirement includes complete software licenses, subscriptions, installation/integration services, maintenance agreements, documentation, training and all professional and technical support services for the purchased Emergency Notification System (ENS). The ENS will replace the existing EMERGIN system and consolidate the other emergency notification functions used for all employees and contractors into one unified solution based on the replacement product. This will provide for a larger user base, faster notifications, an increase in notification options, and greater reporting capability. The FAA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) base contract, from which firm fixed-price delivery orders will be issued. The applicable NAICS Code for this requirement is as follows: 517911 -- Telecommunications Resellers. Anticipated Evaluation Process: The FAA is planning a two-phased evaluation approach for selecting a contractor to provide the ENS. In Phase 1, vendors are required to respond to questionnaires regarding critical components of the system (Volume 1). Those vendors who successfully meet the requirements of Phase 1 will be notified to proceed to Phase 2. Those responses that do not meet the requirements of Phase 1 will be removed from further consideration. In Phase 2, vendors will submit their technical and cost proposals (Volume 2 and Volume 3). Technical and Cost proposals will be evaluated in accordance with Section M of the SIR. Those vendors that receive a favorable score on the technical proposal will be required to demonstrate their ENS solution. The remaining vendors will be notified that they are removed from further consideration. Please see Section L of the SIR for details. All interested sources are referred to the attached SIR/RFO and attachments. All responses to this SIR/RFO must reference the solicitation number DTFAWA-15-R-02719 and must be submitted electronically via email to the attention of Vanessa Taylor, at Vanessa.taylor@faa.gov. The date and time for receipt of Phase 1 responses (questionnaires) is 3:00 p.m., Eastern Time, July 2, 2015 (facsimile responses are not permitted). Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals (July 2004). Proposal submissions must be in accordance with Section L of the SIR/RFO. If all requested information is not furnished, the vendor's response may be determined non-responsive and rendered unacceptable. Oral or written communications with offerors during the screening process will be conducted if the FAA deems communication is necessary. Questions regarding the Phase 1 questionnaires must be submitted via email (facsimile not permitted) to Vanessa Taylor at Vanessa.taylor@faa.gov no later than close of business June 25, 2015. Vendors who successfully pass the Phase 1 evaluation will be invited via email to submit their Phase 2 proposal (Volume 2 and Volume 3). The Phase 2 proposal is due within 30 calendar days after receipt of notification by the Contracting Officer. Questions regarding the Phase 2 proposal submission must be submitted to Vanessa Taylor at Vanessa.taylor@faa.gov no later than 7 calendar days prior to the date the Phase 2 proposal is due.
