Description
NOTICE OF INTENT TO SOLE SOURCE Research Study: The Potential for Using Flared Natural Gas to Treat Wastewater at Shale Production Sites This Notice issued on behalf of The Office of Energy Policy and Systems Analysis (EPSA). The U.S. Department of Energy (DOE) intends to negotiate on a sole source basis with The University of Texas at Austin, pursuant to 41 U.S.C. 3304(a)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements, based on the application of FAR 6.302-3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. The University of Texas at Austin is the only know source that can provide these services. This request is for a Phase III follow-on research study to execute a deep-dive techno economic study to evaluate the potential for on-site treatment using excess energy that will otherwise be wasted. This follow-on project includes an examination of wastewater flow rates as a function of time after drilling, wastewater TDS levels as a function of time, and gas flaring as a function of time including geographic variability for the different active shale plays. The analysis in this follow-on project will use a thermodynamic approach to examine the technical potential without economic or policy aspects included. The steps for this study are dependent on the research gathered from the prior studies under Phase I and II. The investigator, Professor Michael Webber of the University of Texas at Austin, is currently conducting technical analysis of the potential to use flared gas for wastewater treatment, in a 2-part project funded by non-DOE sources. Professor Webber co-authored a report on part I of this project, which focused on just the state of Texas, published by the American Chemical Society in 2014 (Y.R. Glazer, J.B. Kjellsson, K.T. Sanders, and M.E. Webber, ?The Potential for Using Energy from Flared Gas for On-Site Hydraulic Fracturing Wastewater Treatment in Texas," Environmental Science and Technology Letters (2014). That work found that just using the flared gas during the first 10 days of new production at a shale well (which is the time period for which flaring is allowed in Texas without a permit) will yield significant new water supply while reducing flares. DOE would not have access to or the benefit of parts I and II of this analysis if the proposed project were conducted by an organization other than the University of Texas, making the proposed project impossible or prohibitively expensive. How to Respond: In accordance with the Competition in Contracting Act, 41 USC 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This requirement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
