- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82 effective 07 May 2015 and DFARS DPN 20150420 effective 20 Apr 2015. This procurement is total set-aside for Small Businesses. The contract award that will result from this solicitation will be a firm fixed price requirements-type contract with a Base Year and One Option Year period. The applicable NAICS code is 327320, Ready-Mix Concrete Manufacturing, and the small business size standard is 500 employees. Bids from all capable and responsible sources will be considered. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. FAR and DFARS Representations and Certifications can be submitted at https://www.sam.gov/. Contractors must ensure that the applicable NAICS code 327320 is included in their profile prior to submission of bids. Sealed offers in original and 0 copies to perform the work required are due at the place specified in Section L at 1:00 p.m. local time 22 July 2015. Written questions shall be submitted to David.W.Foster24.civ@mail.mil not later than 4:00pm (local time) 06 July 2015. Answers will be published no later than close of business 10 June 2015. Questions received after this date and time will not be considered. The anticipated award date is 24 July 2015. A bid guarantee is not required. All offers are subject to the provisions and clauses incorporated in the solicitation in full text or by reference which is available in ATTACHMENT-A. Offers providing less than 60 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. Additional Information is provided in ATTACHMENT-A.
