Description
This is a SYNOPSIS ONLY for commercial items prepared in accordance with the format in Subpart 5.2, as supplemented with additional information included in this notice. Closing date of this synopsis is 7 July 2015. This announcement constitutes the formal solicitation (W9124A-15-R-0008) which will be issued 15 days after the posting of this synopsis as a total small business set-aside. This synopsis follows a sources sought announcement under W9124A-15-T-0003 which was posted on FedBizOps from 9 March 2015 through 23 March 2015. The North American Industry Classification System (NAICS) is 813110-Religious Organizations with a size standard of $7.5 million, and the Class Code is G-Social Services. All responsible sources may submit an offer for consideration ONLY AFTER THE FORMAL SOLICITATION IS ISSUED IN 15 DAYS. Proposal submission instructions will be provided when the formal solicitation is issued. The Period of Performance of the resulting contract is expected to be for a Base Year and Two Option Years. Contract Line Items and Quantity Unit of Measure: 0001: Conduct Youth Group Meetings: Quantity: 80; Unit: Each 0002: Special Event Activities; Quantity 12; Unit: Each 0003: Conduct School Visits; Quantity 53; Unit Each 0004: Conduct Five Day Camps; Quantity 2; Unit: Each 0005: Conduct Weekend Retreats; Quantity 2; Unit: Each 0006: Conduct Community Service Project; Quantity: 1; Unit: Each 0007: Conduct Volunteer Management; Quantity 36; Unit: Each 0008: Attend Meetings; Quantity: 12; Unit: Each 0009: Contractor Manpower Reporting; Quantity 1; Unit: Each See attached Statement of Work The Youth of the Chapel (YOC) Program falls under the Installation Senior Chaplain's Program as defined in the Command Master Religious Program (CMRP). The mission of the Chaplain's program is to provide for religious support needs, to include religiously based youth study and outreach programs, of all assigned soldiers, civilians, and family members (see AR 165-1). The YOC program is a basic religious education program. The primary goal of the YOC program is to provide basic religious understanding of life events through fellowship activities, youth meetings and events, bible studies, retreats, camps and mentoring programs involving youth of assigned installation personnel. The Installation Senior Chaplain is responsible for basic youth religious education to include denominational faith development and faith sustainment requirements. The specific and professional Youth Religious Activities services required by this contract supplement the basic religious education YOC programs conducted by the Chaplain. Persons providing Youth Religious Activities services are professionally trained specialists in youth activities. The individual providing the services of this contract, either as an individual non-personal services contactor, or as an employee of a vendor contracted to provide such services, is not a member of the Chapel staff, nor employee of the Government. Contract award is expected to be approximately $39,000.00 per year, with an expected total value of $117,000.00. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items, applies to this acquisition. Instructions will be included at the time the Solicitation is posted. Offerors must be registered in the System for Award Management (SAM) Web site: https://www.sam.gov. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov. Offerors that fail to furnish the required representation information via SAM registration, or reject the terms and conditions of the solicitation, may be excluded from consideration.
