Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to issue a solicitation for a single Firm Fixed-Price contract to upgrade the Heating, Ventilating, and Air Conditioning (HVAC) and control system for the National Weather Service (NWS) in Goodland, Kansas. This solicitation will be posted on or about July 8, 2015 on the FedBizOpps website at www.fbo.gov. The purpose of the contract is to install an HVAC system that enhances efficiency, by reducing the overall energy consumed by 30%. Installation includes all of the components necessary to reconstitute a complete HVAC system including controls at the Goodland, Kansas Weather Forecast Office (WFO). This effort will include all materials and labor necessary to remove the existing system and install a complete HVAC system including any additional equipment necessary to achieve a significant reduction in energy usage. A requirement of this design is the incorporation of a redundant ground source heat pump HVAC system to replace the inefficient redundant system in use for the main operations. This effort will include the disassembly, removal, and proper disposition of the existing equipment. This is a 100% set-aside for Small Business. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The North American Industry Classification System (NAICS) Code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard of $15.0 million in average annual receipts. Prior experience with Government contract work is not required for submitting a proposal; however, prior experience with construction of comparable facility projects of similar size, complexity, and cost range is required. Submitted responses should propose a method to reutilize excess heat from the data center to offset heating requirements for the remainder of the building and how outside air exchange will be handled. This solution should address the entire facility. The construction cost range is estimated between $250,000 and $500,000. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. A Proposal Guarantee will be required with your proposal in the amount of 20% of the offeror's proposed price or $3,000,000, whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The solicitation and associated information will be available from the FedBizOpps website https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror's responsibility to check the website periodically for any amendments to the solicitation.
