Description

The contractor shall furnish all labor, facilities, mandatory parts, non-mandatory parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish modification. The proposed contractual action is a new services, sole source, firm fixed price incentive firm (FPIF) type contract for the modification of 13 Government-owned Quick Reaction Capability (QRC) Aircraft with the Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS). The 13 QRC systems consist of three model types: Liberty Project Aircraft (LPA), Constant Hawk-Afghanistan (CH-A) aircraft; and Tactical Operations-Light Detection and Ranging (TACOP-LiDAR) aircraft. Once modified, the LPA will be re-designated as the EMARSS - Multi-Intelligence (EMARSS-M) and both the CH-A and TACOP-LiDAR aircraft will be redesignated as the EMARSS - GEO-Intelligence (EMARSS-G). The program is collectively known as the Enhanced Medium Altitude Reconnaissance and Surveillance System - Follow-On Variant Modifications (EMARSS-FVM). The 36-month period of performance is comprised of the Base to modify up to 7 FVM(s) (any variant) (LPA to EMARSS-G) (CH-A to EMARSS-G) (TACOP LiDAR to EMARSS-G); Option 1 effort is to modify up to 4 FVMs (any variant) (LPA to EMARSSM) (CH-A to EMARSS-G) (TACOP-LIDAR to EMARSS-G); Option 2 effort is to modify up to 2 FVMs (any variant) (LPA to EMARSS-M) (CH-A to EMARSS-G) (TACOP-LIDAR to EMARSS-G). The total procured will not exceed 13 FVMs. This requirement is sole source to L3 Communications Corporation - Mission Integration Division (L3 MID), 10001 Jack Finney Boulevard, Greenville, Texas 75402-3119, CAGE Code: 05395). The North American Industry Classification System (NAICS) code that has been assigned for this effort is 336411, quote mark Aircraft Manufacturing quote mark under the authority of 10 USC 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(ii), quote mark Only one responsible Source and No Other Supplies or Services will satisfy agency requirements. quote mark It is important to note that the Government did not procure the technical data package (TDP) for the QRC systems as they were developed under three separate efforts and were not intended for long term retention. The government will not provide any specification, design, integration, or TDP-related documentation associated with the existing quote mark as built quote mark configuration of the LPA AISR systems. Award of this requirement will not be withheld pending Source Approval Request (SARs). All responsible sources may submit an offer which shall be considered by the Agency.
