- Synopsis PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA), Office of Research and Development (ORD) / National Center for Environmental Assessment (NCEA), Office of Acquisition Management (OAM), Cincinnati Procurement Operations Division (CPOD). Renew Annual License and Maintenance of Atlassian Software Products licensed to the National Center for Environmental Assessment. Specifically, the U.S. EPA requires from Atlassian Platinum Experts on the following products: Confluence 100 Users: Commercial Software Maintenance Renewal Support Entitlement Number: SEN-2017426 JIRA 500 Users: Commercial Software Maintenance Renewal Support Entitlement Number: SEN-2004589 JIRA Agile 500 Users: Commercial Software Maintenance Renewal Support Entitlement Number: SEN-2487094 FishEye 25 Users: Commercial Software Maintenance Renewal Support Entitlement Number: SEN-2487093 The support is for a base of 1 year and four additional one year options on the following schedule: September 11, 2015 to September 10, 2016 (Base Year) September 11, 2016 to September 10, 2017 (Option Year 1 [OY1]) September 11, 2017 to September 10, 2018 (Option Year 2 [OY2]) September 11, 2018 to September 10, 2019 (Option Year 3 [OY3]) September 11, 2019 to September 10, 2020 (Option Year 4 [OY4]). This is a Brand Name Only requirement in accordance with FAR 6.302-1(c), FAR 13.106-1(b)(1)(i) and 41 U.S.C. 253(c). Confluence, JIRA, JIRA-Agile, and Fisheye are part of the suite of software tools that are used to manage the workflow, enable group collaboration among the team, and track bugs and upgrades needed for development projects. These products, from Atlassian Pty Ltd. are highly customizable and expandable. The development team for the Health and Environmental Research Online (HERO) project at NCEA has been using these tools for years and has made many modifications and customizations to enable staff to accomplish their work. This procurement will be conducted utilizing NAICS Code 511210 with a size standard of $35.5 Million. Award will be made to the offeror whose solicitation is the lowest price technically acceptable. Atlassian Pty Ltd. is the only source (company) that makes this suite of software. These software products were acquired by NCEA 5 years ago, and have been in continual use (since 2011), and an earlier version was used by NCEA for 2 years prior to that (since 2009). The Atlassian software suite has become part of the NCEA business process in management of the HERO (Health and Environmental Research Online) database system. These 4 software products (Confluence, JIRA, JIRA-Agile, and Fisheye) are licensed by Atlassian, which are sold and supported by 3rd-Party Vendors in the United States. The U.S. Government is unable to buy directly from the original software provider (Atlassian). There are several 3rd-Party Vendors, who are deemed platinum experts, and who are capable of providing customer services, including: the software licenses; and associated training, custom development, consulting, and performance tuning for these 4 Atlassian software products. Selecting a distributor/vendor other than a qualified Platinum Expert user of the Atlassian products (who are located in the United States) would make NCEA vulnerable to inexpert customer support, including training, custom development, consulting, and performance tuning of this suite of software. The RFQ is expected to be issued after Wednesday, July 8, 2015. The government anticipates awarding a single fixed-price contract by September 10, 2015. In accordance with FAR 19.502-2(a), this solicitation will be conducted as Total Small Business Set-Aside (per FAR 19.502-2) under FAR Part 12, Commercial Procedures and FAR Part 13, Simplified Acquisition Procedures. Notices of any amendments to this FedBizOps procurement announcement, including the Requests for Quotation, will be posted using the FedConnect web portal at www.fedconnect.net. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect at www.fedconnect.net, reference number: RFQ-OH-15-00161 within 7 calendar days of the date of publication of this notice. Offerors must register with FedConnect as an interested party to submit questions and to view responses. Telephone requests for the request for quotation will not be honored. To register in FedConnect vendors must be registered in the System for Award Management (SAM) at www.sam.gov. Please note that vendors MUST have their SAM profile set to public, otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials.
