- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FOR PIRANDA DATA EXPLOITATION SOFTWARE 1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY. The Information Technology Contracts Unit (ITCU) of the Federal Bureau of Investigation (FBI) has received a request from the Counterintelligence, Counterproliferation Section, Asia Unit (CPC-1) to establish a "Brand Name Only" contract for GSIA Portable Data Analytics Kit with Global Security Information Analysts LLC (GSIA), 1100 Bethel Valley Road, Oak Ridge, TN 37830. This item is on GSA schedule GS-35F-0826R. 2. NATURE/DESCRIPTION OF ACTION: The CPC-1 is aware of a data exploitation tool, Red Eye Workbench (REW), developed by Department of Energy, Oak Ridge National Laboratory (ORNL) which has been utilized successfully by the Red Eye Task Force (RETF), in conjunction with CPC, and has been deployed to FBI field offices with excellent results for review of large data sets by the field offices and USIC partners. FBI investigations supported through the RETF are under the supervision of the CPC. Utilization of the RETF's REW systems will coincide with the use of the CPC's deployment of VortexT systems. There exists a need to maintain consistency across all such systems being utilized. All systems need to be compatible and interchangeable with each other to provide the most effective use of these resources to review and analyze large data sets. Only systems utilizing ORNL's Piranha software engine will be compatible and interchangeable. GSIA's Piranha PRO Portable Data Analytics Kits, also named VortexT Portable Data Analytics system by GSA, will be utilized by the CPC to identify critical information within large data sets collected in CPC associated cases. This purchase is for the following: Hardware: • Seven laptop computers; one that functions as a server and six that function as workstations for analysts and agents. • A 13 TB raid arrayed hard drive on which the data to be analyzed is loaded and ingested using the server laptop • Assorted power cords, networking cables, data import docking hardware, power strips, etc., to network all components. • A cushioned hard case that houses all components for transport or shipping. Software and support: • The software preloaded on this kit is a suite of both COTS and GSIA researched and developed software and upgrades to the licensed Piranha program mention above. All software has to be purchased and/or developed to function as a suite within the Piranha functionality. • The customization kits being purchased will cover both necessary purchase and/or development of software as dictated by the need of data being analyzed. This may include adjusting or writing code to amend the software to function better or complete a new tasking. • The customization kits also provides ongoing GSIA technical support as needed, either by telephone or GSIA personnel traveling to the site where the kits is being used. 3. DESCRIPTION OF SUPPLIES/SERVICES REQUIRED: The requirement is to purchase one additional VortexT system to the previously purchased three systems off the GSA schedule. The VortexT system is a modified commercial system to meet the FBI's requirement and is to exploit large sets of data obtained through unit associated investigations, USIC inter-agency cooperation/coordination, and other means. This tool also requires one year of technical support. 4. UNIQUE QUALIFICATIONS/NATURE OF ACQUISITION REQUIRING AUTHORITY: In accordance with Federal Acquisition Regulation Part 6.302-1(b)(1)(i), "unique supplies or services available from only one source or only one supplies with unique capabilities." GSIA is the only company that is a licensee of the Piranha data exploitation software developed by ORNL, and is therefore the only company that can deliver systems that will run Piranha and are compatible with REW systems. The Piranha software is critical to the functioning of the analytical capabilities of the VortexT kits. It currently resides on the three previously purchased kits (DJF-14-0500-PR-0012382), therefore it has to be compatible and interchangeable with all kits. No other company has or can develop software that works as part of the VortexT program. 5. EFFORTS TO ENSURE OFFERS SOLICITED FROM AS MANY SOURCES PRACTICABLE: The sole source justification will be posted in the fedbizopps to determine if there are any other authorized vendors in the market. 6. DETERMINATION THAT ANTICIPATED COST WILL BE FAIR AND REASONABLE: In accordance with FAR 8.404(d), GSA has already determined the prices of supplies, fixed-price services, and labor rates for services offered at hourly rates under schedule contracts to be fair and reasonable. These prices, as noted above, include hardware, software upgrades, and services for ongoingcustomization and technical support. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. 7. MARKET RESEARCH: The market research found that other vendors exist on the GSA Schedule who can meet some of the support requirements, i.e. COTS such a Microsoft Office, Foxit Reader (for PDFs), Systran Translation Suite, etc. However, these vendors do not have the license to ORNL Piranha software, which makes the Portable Data Analytics Kits compatible and interchangeable with the RETF REW kits and the three kits purchased No other vendors on the GSA Schedule can integrate the software or provide needed technical support for this purchase.
