Description

NOTE: THIS IS A PRESOLICITATION NOTICE FOR A PROJECT INTENDED TO BE RESOLICITED. SOLICITATION #AG-03H6-S-15-0002 WAS CANCELLED PER "FAR 15.206(e) - AMENDING THE SOLICITATION". ADDITIONAL AMENDMENTS TO THE ORIGINAL SOLICITATION WOULD HAVE REQUIRED MAJOR CHANGES IN HOW THE PROJECT WAS ORIGINALLY ADVERTISED. THE ERRORS WERE ON THE PART OF THE GOVERNMENT AND THE REQUIRED CORRECTION WAS TO CANCEL THAT SOLICITATION, CORRECT THE DEFICIENCIES IN THE BIDDING MATERIALS AND READVERTISE THE REQUIREMENT. -PROJECT DESCRIPTION AND LOCATION- Scope of Contract: The project consists of the supply and installation of new all-in-one floatable boat dock systems at the Meriwether and Coulter recreation sites on Holter Lake. BASE BID: The Meriwether Picnic Area boat docks will provide access for a tour boat and eight new recreational boat slips. A gabion barge mooring/landing structure will also be constructed at the site. Meriwether improvements consist of, but are not limited to: structure excavation, timber retaining wall repairs, installation of gabions & revet mattresses, installation of reinforced concrete bulkheads, signing, placement of wave armoring, crushed aggregate surfacing, floatable dock system, and aluminum gangways/ramps. ADDITIVE 1: The Coulter Campground recreational site boat docks will provide access for six to eight new recreational boat slips. Coulter improvements consist of, but are not limited to: structure excavation, installation of reinforced concrete bulkheads, crushed aggregate surfacing, supply and installation of floatable dock system, and an aluminum gangway. Plans show additional dock section providing access for two boat slips which will not be part of nor in the scope of work in this additive item. ADDITIVE 2: The existing timber and foam fabricated dock system to be replaced is in ill repair and will be in excess to Forest Service needs after installation of new dock systems. Demolition and disposal consists of, but is not limited to: demolition, removal and disposal of existing Meriwether and Coulter boat docks. Docks will be stored at the Gates of the Mountains Marina at the conclusion of the 2015 summer season. Project Location: The projects are located 20 miles north of Helena, Montana and four miles downstream from the Gates of the Mountains Marina on Holter Lake. Refer to the location map on the title sheet of the plans. Pre-Bid Tour: No formal pre-bid tour is scheduled. Additional Information: It is anticipated the full solicitation and all bidding materials will be posted to FBO on/around July 8, 2015. Project will be advertised as Full & Open competition, Invitation for Bid (IFB). No Set-Asides. Per FAR 36.204(e) Disclosure of the Magnitude of Construction Projects, this project is estimated between $500,000 and $1,000,000, all items. A bid bond in the amount of 20% of the bid or $200,000, whichever is less will be required. Work is to commence Fall of 2015 with completion by June of 2016. Details outlining the differences between the original solicitation and the new one will be posted with all the bidding materials.
