- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Zayo Group, LLC of 400 Centennial Pkwy, Suite 200, Louisville, CO; 80027 for the lease of point-to-point fiber between the Aerospace building located in Greenbelt, Maryland and the National Environmental Satellite, Data, and Information Service (NESDIS) Headquarters Building at SSMC-1 in Silver Spring, Maryland. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for direct point to point fiber between the Aerospace building and SSMC-1. This connection allows the users at the Aerospace building in Greenbelt, MD to access NESDIS and NOAA Enterprise IT resources and services. Zayo is currently providing this service to the program and has the presence of fiber connection with NOAA and currently has "end points" in place and can complete the connection from Greenbelt, MD to the ground fibers already in place to connect with Silver Spring, MD. Zayo is currently the only service provider that provides direct point-to-point fiber between the Aerospace building and SSMC-1. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
