- 3518-SAM General Clauses Sample Tower/Transmitter Space Agreement EXPRESSIONS of INTEREST Antenna and Transmitter Space The Government reserves the right to inspect and eliminate from consideration any or all expressions of interest; further, the Government may give consideration to properties other than those offered in response to this notice. Preference to sources physically located within Manhattan (New York County), New York; however, locations along the Hudson River or the East River with clear line of site of mid-town Manhattan, appropriate height and no detected interference may also be considered. The Government is considering a term of 5 years and/or 10 years with termination rights. The Government has attached its sample agreement. Requirements: * Antenna height is required to broadcast signal across Manhattan with clearance to achieve clear aperture and to prevent interference with its broadcast signals * The tower/roof top shall be of sound and substantial construction capable of supporting an antenna * Frequency to be used is between 162.400 and 162.550 MHz * A minimum of 12 square feet of secure climate controlled penthouse or mechanical room floor space to house equipment equivalent to a Crown WR 1000 or similar * Primary power needed is 240 VAC with surge suppressor * Access to telephone lines at the transmitter site * Transmission lines type Heliax Coaxial with a diameter of 7/8 inches or similar * The Lessor shall provide as part of the rental consideration, 24/7 access along with the necessary and appropriate level of security to the property that ensures the safety of the Governments equipment * Transmitter space must have a minimum ceiling height of 6 feet, a temperature range of 40 to 90 degrees and have sufficient lighting to allow for maintenance of the equipment * Utilities and back-up power may be funded through the rent or through separate agreement Interested parties must formally write Mr. Marc Rappaport, NOAA Real Property Management Division, 1305 East West Highway, 5th Floor (5411), Silver Spring, Maryland 20910, no later than July 22, 2015. Expressions must include the following information: * Tower and transmitter space street address in addition to its latitude and longitude; * Ownership information; * Age of structure/building; * Availability of stand-by emergency power; * Availability of climate controlled transmitter building space; * Availability of two (2) 220 VAC 20 AMP receptacles and one (1) 115 VAC quad outlet; * Surge suppression; * Structural/technical information regarding the shelter and tower facility; and, * FAA study information and FCC registration information, if applicable.
