NPES Capability Package Requirements SOURCES SOUGHT FOR SOFTWARE SUSTAINMENT AND FUTURE DEVELOPMENT OF THE NUCLEAR PLANNING AND EXECUTION SYSTEM (NPES) Contracting Office Address AFLCMC/HBCK 901 SAC Blvd (Suite 1H11) Offutt AFB, NE 68123 Description THIS IS NOT A SOLICITATION. This synopsis is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation (FAR), the Government is conducting market research. This synopsis does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal RFP. AFLCMC/HBCK is seeking qualified sources to sustain the current Nuclear Planning and Execution System (NPES) baseline, while simultaneously developing/modernizing the next generation NPES. The NPES is an operational automated information system (AIS) that supports strategic command and control. It is a decision-support aid for military commanders/battle staffs that have national-level responsibilities. NPES is a fielded Command and Control (C2) information system, which provides National Command Authorities (NCA) strategic nuclear operations information across the spectrum of conflict. The system is installed at multiple fixed and mobile locations. Each NPES installation receives updates and communicates with other NPES installed locations through several communication channels. NPES modernization will likely be an Acquisition Category (ACAT) 1AM Major Automated Information System (MAIS) program when it begins. NPES sustainment activities include addressing adaptive software changes driven by integrated Government off-the shelf (GOTS) and Commercial off-the-shelf (COTS) software, external data sources including schema modifications and integration, external interface maintenance, functional enhancements and system maintainability. Corrective changes include eliminating software deficiencies and errors, as well as adapting and updating software tools/technologies to better support user requirements. The application infrastructure (e.g., servers, storage, network, workstations) used in the software support and test are located at Government facilities and are provided by the Government but, will be administered by the contractor. This includes system administration and database administration services. The contractor will need to identify and perform system and database administration changes and updates as required by the NPES applications, infrastructure and as affected by changes from external systems and data sources. The system and database administration will also provide support/assistance to the Government in fixed, mobile and deployed locations. Under this effort, the Government also intends to modernize NPES software and implement industry standard software engineering and configuration management practices. The desired outcome provides modernized software that enhances the mission, optimizes visual data presentation and complies with all applicable information assurance and cyber security requirements, resulting in improved operator performance and increased system availability and capability. NPES modernization must support an open architecture standard compatible and interoperable with the Global Information Grid (GIG) and existing and emerging systems and programs such as Net-centric Enterprise Services (NCES). NPES web service development will conform to NCES Enterprise Service Management (ESM) standards and implement community of interest (COI) development standards as appropriate. Interested parties are requested to provide their "Capabilities Package" electronically to Mr. Lee Smales at smalesl@stratcom.mil and Mr. Jeff Ausenbaugh at ausenbaj@stratcom.mil no later than 1600 hours Central Time on 28 July 2015. Please limit your capabilities package to a maximum of 20 pages. (Format: 8.5 x 11 inch paper, compatible with Microsoft Office 2010; Font Times Roman; 10 pt, 1-inch margins.) All questions should also be directed, in writing, to Mr. Lee Smales at smalesl@stratcom.mil and Mr. Jeff Ausenbaugh, ausenbaj@stratcom.mil. Responses must include the company name, address, size of business (i.e., large business, small business, small disadvantaged business, 8(a) concern, veteran-owned business, or HUBZone small business), whether U.S. or foreign-owned entity, a company point of contact (including phone number and email address), Cage Code, and Data Universal Numbering System (DUNS). The North American Industrial Classification System (NAICS) is 511210, Software Publishers, which has a small business size standard of $38.5M. Please note that a small business firm must be able to perform at least 50% of the total requirement within its own company (FAR 52.219-14, Limitations on Subcontracting). The capability package should clearly indicate the source's intent to be either a prime contractor or subcontractor. Sources interested only in subcontractor opportunities should briefly identify relevant experience and expertise in a two-page response.
