- Mission and Installation Contracting Command - Fort Hood, TX intends to award a sole source purchase order to Dailey and Wells Communications, INC a small business, for the procurement of VIP Dispatch Console Fort Hood, Texas. The estimated value of the proposed action is $24,750.00 Fort Hood is presently using a Harris digital Trunked narrowband multi-site P25IP system; version 6.2.1. The VIP Dispatch console is required for administration and management of First Responder Dispatchers. The VIP console will also be utilized for pulling all radio traffic recordings for ligation. The console will be utilized for assisting radio communication in an event of a major crisis. The Fort Hood LMR Contract can only be supported by Harris because the software, hardware, and firmware engrained through-out the network is proprietary to the Harris Corporation. Without Harris manufacture and technical support for the VIP Dispatch Console upgrade the system will not function as designed. Utilizing Harris allows for system specific fault installation and configuration to be seamless with little to none down time on the LMR network. Direct access to Harris manufacture certified technicians and parts allow for minimal degradation and quick installation. This acquisition is conducted in accordance with FAR 13.106-1(b) (1) Soliciting from a Single Source. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. Only one responsible source and no other service will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) for this requirement is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a size standard of 750 Employees. All responsible sources may submit a quotation, which shall be considered by the agency. This notice of intent is not a request for quotes; however, interested persons may identify their interest and capability by responding within 5 days after the date of electronic publication of this synopsis. All responses must be provided no later than 2:00 pm CST 29 June 2015. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
