Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC 27709 intends to negotiate on a sole source basis with OmicSoft Corp., Raleigh, NC 27675 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for renewal of software license and support of OmicSoft Corp. Software License. The license period is for one (1) year. The complete Omicsoft software package consists of two products: Array Studio and Array Server. Array Studio provides the statistical analysis engine for analyzing microarray data with both simple tools (ANOVA, regression) and complex tools (clustering, pattern analysis). It also provides over 50 unique customizable views designed for visualizing genomic data. Array Server provides a central location for storing microarray data and also provides customizable pipeline processes that integrate with our in-house LIMS system MAPS. These pipelines fully automate Microarray Group's (MG) workflows for data loading and data analysis. Array Server not only improves MG's productivity with automation but also provides quality consistency across all projects by using standardized data pipelines. Array Studio and Array Server are fully integrated as one software package and provide an enterprise solution for managing and analyzing microarray data at MG. Currently, microarray data from all of MG's projects are processed through the analysis pipelines and the analysis results are included in the project reports provide to our customers. Array Server also includes a database of over 7000 manually curated public data sets from Gene Expression Ominbus (GEO) and over 400 manually curated data sets from The Cancer Genome Atlas project (TCGA). These public projects are fully analyzed and can be integrated with internal projects on the server database for search and comparison. MG provides this useful research resource to NIEHS researchers who are interested in exploring published data sets. Besides supporting all microarray platforms MG currently uses, Array Studio and Array Server also support next generation sequencing (NGS) data as well as other genomics technologies such as Genotyping, Copy Number Variation, ChIP on ChiP, and Methylation. Array Studio and Array Server can potentially serve as a unique resource to NIEHS researchers for integrating their microarray data with other genomics data. Omicsoft's software package is fully integrated into the Microarray Group's workflow and it serves as the primary microarray analysis and data repository system for MG. Omicsoft's software package plays a critical role for MG to achieve its mission of providing a state-of-art microarray program to NIEHS scientific community. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Omicsoft Corp. The NAICS Code/Size is 511210/$38.5 Million. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
