- Solicitation Number: F15PS00725 Notice Type: Special Notice SUBJECT: Notice of Intent to Sole Source to JEOL USA, Inc.. This announcement constitutes the only notice. This is not a request for quotes. Tthe US Fish & Wildlife Service, Region 1 Contracting and General Services intends to award a firm fixed price contract on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1) and in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to JEOL USA, Inc., 11 Dearborn Rd., Peabody, MA 01960-3862. DUNS 049410087 NAICS 334516 Analytical Laboratory Instrument Manufacturing. The National Fish and Wildlife Forensic Lab has been developing a comprehensive databases of endangered and protected timber since 2011. The entire mass spectra database consists of AccuTOF-DART data. This database is essential for the analysis and criminal prosecution of CITES-listed and protected timber species. Currently these are no other way to determine species source of heartwood timber. The DART SVP TOFMS has already demonstrated that data from previous models is compatible with the current model. If DART ionization technique is installed on any other mass spectrometer model, one has to use and interface called IonSense Vapur. The Vapur interface changes the appearance of spectra and the ion-molecule chemistry (see attached PDF). New samples collected in a different mass spectrometer will not be compatible with the exiting your database. Other sources of ambient ionization source (e.g. the PE DSA), will also give different spectra because the ionization mechanism is different and less well understood. To date the wood database consists of over 55 species and the analysis of over 5000 samples. Any other instrument would require that all of these samples be analyzed again. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12 pm, Wednesday July 8, 2015 by sending an e-mail to valarie_reinholz@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements.
