Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source task order, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Services (NESDIS), Library and Information Services Division (LISD) is handling online access for scientific journals in support of approximately 14 NOAA libraries for approximately 108 different journal titles to be acquired from foreign and domestic sources. NOAA Acquisition and Grants Division intend to award a sole source, firm-fixed price task order to Elsevier to provide new and renewal scientific journal subscriptions in online format. This notice of intent is not a request for competitive proposals. Interested parties may identity via email their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. NOAA will not be responsible for any cost incurred by interested parties in responding to this notice. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
