Description
Technical Description The Norwegian Defense Logistics Organization (NDLO), on behalf of the Government of Norway, intends to issue an Invitation for Bidding (IFB) for the procurement of hardware, software, and relevant services to replace current deployable multimedia equipment at the Joint Warfare Center (JWC). The mission of the JWC is to conduct training of joint or combined military staffs to prepare them for current or future duty in the field. It also supports Allied Command Transformation (ACT) in Military concept and Doctrine development. Related to the training mission, it conducts experimentation and assists in the development of new technologies, modeling, and simulation. The JWC facility has a modern simulated news network and multimedia capability operated by the Media section. It produces locally simulated news videos for local broadcast and performs media training. The Media section at JWC is also equipped with a deployable news production capability that is outdated or no longer supported. The scope of the project covers replacement of the existing production equipment and also new multimedia capacities, configuration and testing, documentation, a hardware warranty support agreement, and other services as specified. All items to provided should preferably be commercial off the shelf. Please see the attachment for a brief technical description of the project. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 4) be nominated to the bidders list by the U.S. Government. The reference for the IFB to be issued is IFB/NDLO/2015/013 and all correspondence in the relation to the procurement shall refer to this reference. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 10 August 2015 - IFB planned to be released: September 2015 - Bid closing date: 42 days after issue of the IFB - Validity of bids: 6 months - Project Implementation: within 6 months after contract signature
