- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Other Than Full and Open Competition (>$150K) 1.Contracting Activity: Department of Veterans Affairs, VISN 23, VA Medical Center Omaha. Emergency laundry services is being requested for the VA Medical Center located in Omaha, NE. Environmental Services is the requesting service and the contract is being managed by the Contracting Office located in Sioux Falls, SD. The Contracting Officer is Travis Johnson who is located at 2501 W. 22nd St., Sioux Falls, SD 57105 with and Office phone (605) 333-6822. 2.Nature and/or Description of the Action Being Processed: There is a need to have an emergency laundry services be provided to our facility starting July 1, 2015. This is due to the fact that the previous laundry vendor does not want to provide the services after June 30, 2015. They were not able to provide adequate services and we have had multiple issues for the past 7 months. The emergency laundry services, which has an estimated cost of $162, 500.00 would provide the need service during the period that the Contracting Office processes and puts the contract our for bid and the contract is awarded to a new vendor. We can not have any break in service during this period since it can have an affect on direct patient care. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The essential needs our facility will need to be met during this time are: a.Must have a 24 hour turn around of linen. i.This means that dirty linen picked up today will be expected to return as clean linen no later than tomorrow. b.Linen will be picked up and deliver on a daily basis except Sundays. i.This means dirty linen picked up on Saturday will be returned on Monday. c.Dirty Linen will be picked up between 8:00am - 8:30am daily. d.Vendor will have an emergency plan in place for any facility or transport emergency so as not to affect the 24 hour turn around requirement. e.Vendor will be responsible for following all federal, state and local regulations and policies in regards to laundering processes. 4.Statutory Authority Permitting Other than Full and Open Competition: ( X ) (2) Unusual and Compelling Urgency per FAR 6.302-2; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Ability 1 has provided a vaiver from The Procurement List to provide these services to the Government. Ameritex was the provider prior to Ability 1 and has agreed to provide interim services while a competitive solicitation is posted and evaluated. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A competitive solicitation will be posted to Federal Business Opportunities 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Contracting Officer will determine fair and reasonable. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research has revealed that a competitive solicitation may be issued for a long term solution. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Market research has revealed that a competitive solicitation may be issued for a long term solution. A competitive solicitation will be posted to Federal Business Opportunities. 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
