Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure on a sole source basis with Qiagen Inc, 27220 Turnberry Lane, Suite 200, Valencia, CA 91355.1005. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK Acquisitions The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK performs research studies on digestive, diabetes and kidney diseases. The Epidemiology and Clinical Research Branch in Phoenix is studying Type 2 Diabetes and researching the causal variants from Pima whole genome sequencing data. The intent is continue using the uploaded whole genome sequence data from a private cloud where they will have access to various analyses, including confidence, common variants, predicted deleterious, genetic analysis, statistical association and biological context such as genetic pathways. These variants can then be linked to Biology using a knowledge base. The whole genome sequence data will be aligned and will generate called variants files. The lab is specifically looking for variant analysis that can generate gene pathways and biological interpretation for publication use. Scope of Work: The vendor will use of Variant Analysis Software to access whole genome data samples and analyze them. DMGS will access software and data via private cloud. Government privacy laws must be followed. List of users will be provided and administered via website. Period of Performance will be one year from September 20, 2015 to September 19, 2016. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541711 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. Period of Performance will be one year from September 20, 2015 to September 19, 2016. This is not a solicitation for competitive quotations. However, if any interested party believed they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:00 AM EST on July 16, 2013. Electronic and paper capability statements will be accepted (i.e. email); an original must be sent to the DK Acquisitions Branch to the address stated above. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Linda Smith, Contract Specialist, Linda.Smith2@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR] http://www.sam.gov. No collect calls will be accepted.
