Description

INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding Multi Award, Basic Order Agreements (BOA), issued in connection with Sources Sought (SS) VA701-15-N-0038 and VA701-15-N-0058. DESCRIPTION The purpose of this action is to provide Subscription Services via Basic Order Agreement to support the Library Network Office and the VA Central Library. Task Orders will be competed among the BOA holders. ADMINISTRATIVE: The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 12 and 15. The applicable NAICS code is 519130 with a size standard 500 employees. The solicitation will be issued on or about July 10, 2015 for approximately 30 calendar days. The anticipated contract period will be for five (5) years. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email at adrian.cadena@va.gov telephone calls will not be accepted. Offerors will be required to submit their offers electronically via the eCMS VENDOR PORTAL. A guide is attached to this notice to assist potential Offerors with registering and becoming familiar with the eCMS VENDOR PORTAL.
