Description
The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service, intends to award a sole source intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) to Satellite Educators This document is to justify other than full and open competition for the National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite Data and Information Service which will be processed by the NOAA/NESDIS Headquarters Field Delegate The continued service of the Satellite Educators Association (SEA) is to manage and conduct the Satellite and Education Conference. This conference brings together national and international master educators who use satellites and related technologies as a vehicle for helping students appreciate and understand the complex interrelationships among science, technology, individuals, societies, and the environment. NESDIS has a need to continue the annual conference services with the SEA, because it provides factual and systemic need to the education community. The purpose for the conference is to ensure these energetic educators have the opportunity to understand and apply NOAA National Environmental Satellite Data and Information Service (NESDIS) science, data and information in the classroom and network with scientists, engineers, and other educators in the field. Also, learn how to take real world events, identify the appropriate resources and methodology needed to solve, explore solutions, and reinforce the lessons learn through the "train the trainer" concept. The specific conference logistics and services include: -Solicitation of and participants -Hard copy conference announcements of the event, agendas, and programs -Web site announcements -Registration materials -Handling and storage of exhibition materials -Conference Report The period of performance is from date of award through September 2015. The estimated dollar value for the base one year is $20,000 plus an additional four option years for a total of $100,000. The Satellite and Education Conference is sponsored by the Satellite Educators Association (SEA) in partnership with academia, federal agencies, and private industry. The SEA was established in 1988, is professional society to promote the innovative use of satellite technology in education. Membership includes master educators who use satellites and related technologies as a vehicle for helping students appreciate and understand the complex interrelationships among science, technology, individuals, societies, and the environment. SEA is aligned with the NOAA Education Strategic Plan which includes the mandate, the American Competes Act, and Environmental Literacy. The knowledgeable, hardworking and enthusiastic staff, presenters and network of educators ensure the success of the conference. This national and international Conference mission is to promote the innovative use of satellite technology in education. It annually attracts over 175 educators and over 30 students. Within the education community the conference is widely recognized for its integrity of the satellite data and information, the credibility and usefulness of the data, products and services, and timeliness of its reports. This report assists NESDIS in the development of new and innovative education and outreach activities which keeps the educator abreast and the general public informed. The Satellite and Education Conference is being coordinated by California State University at Los Angeles and there is no responsible source that will satisfy the NOAA/NESDIS requirements. The period of performance is for a twelve month period of performance. The award will contain no option periods. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joel L. Perlroth, Contracting Officer at Joel.L.Perlroth@noaa.gov by July 2, 2015 no later than 2pm EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 size standard $15M. This is for informational purposes only and not to be considered as a commitment by the Government. Any information submitted to this notice of intent is voluntary.
