- Description
- The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for a Fire Alarm Upgrade project, at the United States Postal Service owned Grand Central Station, 450 Lexington Avenue, New York, NY 10017-9998. Work includes but is not limited to the upgrading of the existing Fire Alarm System in the Postal spaces from the Autocall Fire Alarm System to the Simplex Fire Alarm System. Fire Alarm upgrades will be done on the 1st, 2nd, 3rd, 4th, and 6th floors. Note that the 5th floor as included in the Postal spaces is designated as the 6th floor on the established Simplex Fire Alarm System. The Contractor must employ the services of 450 Lexington's Fire Alarm System Maintenance Contractor, Simplex Grinnell, to perform all fire alarm system work. Please see attached Summary of Work. The estimated cost of the work is between $1,300,000 to $1,400,000 with construction completion no later than one hundred and fifty ( 150 ) calendar days after receipt of the Notice to Proceed. The solicitation will open July 8, 2015 on USPS eSourcing Emptoris (see How to Participate below) and close on July 29, 2015. A pre-proposal meeting for this project will be held on July 15, 2015 at 11:00 a.m. EST, on site. Attendance is not mandatory but is strongly recommended. The Postal Service bases contract award decisions on best value. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. MINIMUM REQUIREMENTS: Experience: Three examples of comparable projects as defined on form under Solicitation Attachment 22: Experience Profile. Management Plan: Include items listed under Solicitation Attachment 12, Management Plan. Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within seven (7) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Facility Manager or designee. Note: Successful offeror will be required to submit a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must familiarize themselves with the requirements of Clause F-102. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted online in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. Once a supplier completes the registration process, the Postal Service will review the entry within seven (7) business days to ensure it is complete and accurate. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened.
