Description
SOW This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO), Norfolk, VA is conducting market research to determine potential sources for construction of a ship set of dual point davit equipment for launching and recovering two Hydrographic Survey Launches (HSLs) on the NOAA Ship Thomas Jefferson.. The North American Industrial Classification System (NAICS) code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. The small business size standard for this NAICS code is 500 employees. All types of business concerns are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. NOAA Ship Thomas Jefferson is a hydrographic survey vessel that was built by Halter Marine in 1991 as USNS Littlehales in accordance with the standing version of references 2.1.1 and 2.1.2. NOAA Ship Thomas Jefferson currently retains her ABS Class. To carry out its mission, the ship currently utilizes two 31 foot long Hydrographic Survey Launches (HSLs) stored, launched, and recovered by a pair of Schat-Harding Davits. As designed the two davits are powered by one hydraulic power unit. This arrangement is beneficial to the ship as it keeps the ship's electrical load low, and the ship does not have the manpower to launch or recover two boats at once. NOAA has two additional hydrographic survey vessels (NOAA Ship Fairweather and Rainier) which use 28 foot long HSLs. Recently, the davits on these ships were upgrade to independent davits manufactured by Vest Davit. Along with the upgrade of the HSL davit system, NOAA plans to standardized the ship's current HSLs with 28 foot long HSLs similar to NOAA Ship Fairweather's and Rainier's HSLs. This requirement is to provide construction of a ship set of dual point davit equipment for launching and recovering two Hydrographic Survey Launches (HSLs), including all associated mechanical, electrical and hydraulic components, sub-assemblies and assemblies as a complete dual point davit system meeting the requirements of the draft specification attached. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate capabilities for meeting the requirements listed in the draft specification attached. Interested sources shall submit an electronic copy of their Capability Statement to Chas Hartley, Contract Specialist, via email at charles.hartley@noaa.gov no later than 3:00 p.m. Eastern on July 17, 2015. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
