LIMITED SOURCES JUSTIFICATION AND APPROVAL Defense Departmental Reporting System (DDRS) SUMMARY: Contracting Activity: DFAS Columbus Contract Services Directorate, DFAS-CO-ZECAC Program Name: Defense Departmental Reporting System (DDRS) System Support Estimated Contract Cost (including options): $2,313,320.00 DOCUMENTATION: As required by FAR 8.405-6(c), the following is provided in support of the justification: (i) Requiring Activity: DFAS Information and Technology, Corporate Systems, BEIS and others. (ii) Nature and/or description of the action being approved: The requirement is for contractor support to provide Information Technology support to include maintenance and development of the software operating the Defense Departmental Reporting System (DDRS). DDRS is a web/internet server application with a graphical user interface (GUI) that requires a browser to access reports required by the Department of Treasury, Office of Management and Budget (OMB) and Office of the Secretary of Defense (OSD) for utilization of various entities within the Department of Defense (DoD). (iii) Supplies or services being procured: The services required are for contractor support to provide Information Technology support to include maintenance and development of the software operating the Defense Departmental Reporting System (DDRS). DDRS is a web/internet server application with a graphical user interface (GUI) that requires a browser to access reports required by the Department of Treasury, Office of Management and Budget (OMB) and Office of the Secretary of Defense (OSD) for utilization of various entities within the Department of Defense (DoD). (iv) Identification of the exception to fair opportunity 8.405-6(a)(1)(i)(B ): DDRS is a unique, custom system. Continuation of these services by knowledgeable trained staff is critical to completing the updates, fixes, and routine maintenance. The incumbent contract provider, General Dynamics Information Technology (GDIT), plays a vital role in ensuring the success of the mission by maintaining current deliverables and supporting a smooth completion of existing projects. The contractor personnel possess specialized experience and knowledge regarding the DDRS that cannot be recovered by bringing on a new set of contract resources. The historical knowledge GDIT supplies provides insight into DDRS code and previous development projects. Transition to a new service provider at this time would result in adverse impact on the schedule and most critically a delay in completing existing projects. The requirement for training of new personnel who lack experience with the unique, custom software system would result in schedule delays at a critical time period in completing tasks related to operation of the system. There is a tangible benefit to the government in terms of economy and efficiency in utilizing the current provider for the duration of this contract. DFAS has these results from a Business Cost Analysis conducted in 2011. The original intent was to move to a system that no longer needed the external I&T contractor support. That transition was supposed to be completed in 2015 but it has not been completely accomplished. This new delivery order is set up as a 1-year period of performance with 2 6-month option periods to allow DFAS to finish the transition as soon as practical. This contract will be a logical follow-on to W91QUZ-06-D-0112-9R02, which is a delivery order from the Army CHESS contract that expired. Therefore, this delivery order will be written off of the GDIT GSA contract which has similar pricing and is still in effect. (v) Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: The Contracting Officer determines that the prices for these services are fair and reasonable. That is supported by the history from previous contracts, continual comparison to other GSA Contracts, and the inherent nature of the GSA contract vehicle. The schedule prices have been determined fair and reasonable by GSA as stated in FAR 8.404(d). Discounts from the contractor are requested and quoted by the vendor. (vi) A description of the market research conducted and the results or a statement of the reason market research was not conducted: This requirement has been successfully competed on GSA and for the most recent delivery order on Army CHESS. Each time there were multiple bidders, resulting in real competition. Although, on the surface, the requirement is for generic computer services positions, the DDRS is unique and complex. Therefore, although any computer specialist should be able to learn the system, there is a significant learning curve required, and the current operators have unique and perishable skills because they have been working on the system. They cannot be replaced with a generic specialist without a significant cost to DFAS and the government in dollars, time and being able to meet mission needs. Since this is an ending requirement, there is no value added to going through a 6-month transition to train a new staff in the intricacies of this unique, custom system. The GSA contracts for past bidders have been checked and although pricing is similar to GDIT's, none offer the uniquely qualified positions of experienced personnel that DFAS requires. (vii) Any other facts supporting the justification: None. (viii) A statement of the actions to be taken to remove or overcome any barriers that led to the exception. DDRS is a critical system that requires unique support. DFAS is in the process of transitioning to a system that does not require I&T contractor support. However, the transition is not complete, yet. Although the process is slower than anticipated, DFAS still expects to complete that process and no longer need I&T contractor support. (ix) Technical/Program Management Office Certification: I hereby certify that this justification is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
