- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in conjunction with FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. The Request for Quote (RFQ) Reference Number is W912CJ-15-Q-0001. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82. This procurement is 100% Economically Disadvantaged Women Owned Small Business set-aside IAW FAR Subpart 19.5, Set-Asides for Small Businesses. The NAICS code is 561730 with a size standard of $7.5 Million. This RFQ is issued for the purchase of Grounds Maintenance Service at AR019, Charles L. Gillihand United States Army Reserve Center (USARC) located at 601 Sherman Ave, Harrison, AR 72601-4837 in accordance with the Performance Work Statement at Attachment 1. This is for one (1) twelve month Base Year and one (1) Option Year. Any contract awarded as a result of this RFQ will be subject to a Department of Labor (DOL) Service Contract Labor Standards Wage Determination. A copy of the current wage determination is at Attachment 3. LIST OF ATTACHMENTS Attachment 1 - Performance Work Statement (PWS) Attachment 2 - Grounds Maintenance Map & Task Listing Attachment 3 - DOL Wage Determination Attachment 4 - Clauses and Provisions NOTICE TO OFFERORS: Instructions for submitting quotations must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. FAR 52.212-1 Instructions to Offerors and FAR 52.212-2 Evaluation - Commercial Items are provided in Attachment 4 - Solicitation Provisions and Contract Clauses. Offerors must fill in and return the bid schedule provided below. The Contractor must be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) to be eligible for the award. Registration can be completed, at no charge, at http://www.sam.gov. Quotes shall be fully executed and returned by the time specified. Electronic submission via e-mail is required. Only emailed quotes received directly from the offeror are acceptable. Quotes shall be submitted by email to Patricia.L.Skinner8.civ@mail.mil and Sue.j.broady.civ@mail.mil no later than 5:00 PM Pacific Standard Time (PST) on Tuesday, 21 July 2015. All quotes received after this due date and time will be considered late in accordance with FAR 52.212-1(f). Questions must be submitted in writing via e-mail to Patricia.L.Skinner8.civ@mail.mil and Sue.j.broady.civ@mail.mil no later than 5:00 PM Pacific Standard Time (PST) on Tuesday, 14 July 2015. Phone calls will not be accepted. In accordance with FAR 52.212-1(g), the Government intends to award a contract without discussions. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Only one Firm Fixed Price award will be made to the Lowest Priced Technically Acceptable offeror. Offeror shall complete and submit the Bid Schedule found in attachment titled Combined Synopsis/Solicitation AR019 Grounds. Offeror shall submit a price breakdown of the total proposed price by Labor (Man-hours and Skill Mix), Fringe Benefits, Material, Equipment, and Transportation, Subcontracts, Overhead, and Profit, etc. with their quote. Breakdown shall be provided for the Base Year and all Option Years.
