Description
The U.S. Army Corps of Engineers will be issuing a request for proposals for a new construction project. The work of this project involves the painting of the three tainter gates at the Fox Point Hurricane Barrier in Providence, Rhode Island. The original existing paint system on the tainter gates, not removed since the construction of the Barrier, is composed of a lead-containing primer and vinyl top coat system. It is unknown if maintenance painting was performed since the original construction. The Contractor shall completely remove the existing paint system and all corrosion to bare steel on all surfaces of the three tainter gates by abrasive blasting. Water blasting is not permitted for preparation of steel surfaces for painting. Following steel preparation by blasting, a new vinyl paint system shall be applied. A temporary steel bulkhead shall be constructed and installed, in turn, on the ocean side of each gate bay during the timeframe that the gate will be out of service. The bulkhead shall be moved to each bay location as the work progresses from gate to gate. The bulkhead, which substitutes for a closed gate, is designed to work in conjunction with the remaining two operational gates when they are closed to block water level fluctuations caused by high and low tides. The temporary bulkhead shall be placed in each of the waterway openings prior to the start of preparation and painting of the tainter gate in that opening. Please note this solicitation is set aside for certified small businesses only, under the applicable NAICS code 238320. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August 1st, 2015. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
