- Statement of Work for solicitation# NIAID-NOI-15-1743576 This is a Notice of Intent (NOI), not a request for proposals. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to negotiate on an other than full and open competiton basis with Illumina, Inc, 5200 Illumina Way, San Diego, CA 92122-4616 for a one-year preventive maintenance agreement for the following high throughput sequencing instruments: cBot (S/N cBOT-6001452), MiSeq (S/N MSQ-M00932), and HiSeq2000 (S/N HSQ-700622). The Contractor shall provide full coverage for all service parts and labor; comprehensive email and telephone support (instrument, applications, bioinformatics); five business day average on-site response time, critical and noncritical hardware and software updates, application support, access online training modules, and discounts on optional advanced training programs. Illumina is the original manufacture of equipment that can provide service and upgrades to its own manufactured equipment, which is critical support in the study of developing vaccines for HIV, Ebola and potentially, other diseases. This will be a firm fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83, dated July 2, 2015. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of 20.5 in millions of dollars. All responsible sources who feel they can meet these requirements shall submit an offer that will be considered by the Agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Offers must be submitted electronically no later than 4:00 P.M. Eastern Standard Time, Wednesday, July 22, 2015 via email to Sylvia Robinson at Email: srobinson@niaid.nih.gov.
