Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Material Measurement Laboratory (MML), Office of Data and Informatics (ODI) hereby submits a notice of intent to negotiate, on a sole source basis, a firm fixed price contract for digital publishing services under other than full and open competition to a service-disabled veteran-owned small business concern, Thundercat Technology, LLC located at 1775 Wiehle Ave Ste 104, Reston, VA 20190-5109. NIST's Office of Data and Informatics (ODI) requires a data publishing system for select Standard Reference and other scientific data such as material properties data sets. This system must 1) create dynamic Application Programming Interfaces (API), 2) store, catalog and publish multiple datasets, 3) collect and present usage analytics, 4) acquire raw data and metadata from a variety of sources, 5) organize data sets through a customizable system portal, 6) provide multiple views of datasets and 7) allow for secure access to datasets and APIs. The system must be hosted externally and evidence compliance with NIST 800-53 security standards. The period of performance is for a one year base period (to begin 30 days after contract award) and a one year option period, and will be less than the simplified acquisition threshold. Other than full and open competition is in accordance with FAR 13.106-1(b) and an approved Justification is on file. This will be a sole source award made pursuant to the Veterans Benefits Act of 2003 (15 USC 657f). The requirements of FAR 19.1406 have been met in making this a sole source award to a service-disabled veteran-owned small business concern. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will consider responses received by 5:00 PM ET on 7/23/2015.
