- The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-11-G-0001 to the Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open basis for the procurement of supplies and services to develop, modify, fabricate, install, integrate, test, verify, and document the Large Aircraft Infrared Counter Measures (LAIRCM) System Processor Replacement (LSPR) obsolescence upgrade on a Navy P-8A test aircraft. The upgraded LSPR needs to be installed and integrated into the test aircraft in advance of testing and verification which is planned to occur within the April to July 2016 timeframe. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A team, consisting of the Boeing Commercial Airplanes (BCA) and Integrated Development Systems (IDS) Divisions, is the sole designer, developer, manufacturer and integrator of the Boeing P-8A SDD aircraft, and therefore is the only source with the requisite knowledge, experience, expertise, technical data, and personnel that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability to respond to the requirement. The Government will consider all capability information received by the Government on or before 27 July 2015. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications (as applicable): (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Information submitted shall also include any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
