- Under the authority of FAR 6.302-1, the Government plans to award a Firm-Fixed Price (FFP) contract with General Dynamics Land Systems (GDLS) to retrofit 108 each harvested RMS6-L Recuperators with Nitrogen (N2) and Fire Retardant Hydraulic (FRH) Fluid Gauges. The projected award date is December 2015 with deliveries from May of 2016 to August of 2017. The Recuperator, N2 Gauge Kit and FRH Gauge Kit (which include custom designed Go-No-Go N2 and FRH gauges, mounting bracket, valves, gaskets, O-rings, and hardware) are a proprietary design that are owned and manufactured by Elbit (formerly Soltam). The Recuperator is part of the RMS6-L 120mm Mortar System on a Stryker Mortar Carrier variant and performs like two shock absorbers which control the movement of the gun between battery and recoil positions. During retrofit of these two gauges, the Recuperator needs to be machined or modified to retrofit the Gauge Kits. These gauges are required and critical as it ensures the pressure level on the N2 and FRH chambers are equal, otherwise the gun will be out of battery position. Serious injury to the soldier can occur if the gun is fired while there is a high pressure differential between the two chambers (such as completely drained Nitrogen chamber), which also will cause damage to both the Recuperator and the gun recoil system. Consequently, tolerance control of the Kit components and Recuperator machining are critical. The gauges must operate and be readable at extreme temperatures (-25 to 145 degrees Fahrenheit weapon temperature), including during the Rate-of-Fire (maximum pressure) condition. GDLS, the OEM for the Stryker Family of Vehicles, is the only known source with the unique engineering expertise, system level Technical Data Package, and the restrictive contract arrangements with Elbit, the OEM for the Recuperator, to fulfill this requirement. Since new production vehicles and some retrofitted vehicles already have the N2 and FRH gauges, the new source shall maintain backward compatibility with the existing N2 and FRH Kits components. To maximize subcontracting opportunities, GDLS will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives. All responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider.
