Description
NASA Marshall Space Flight Center has a requirement for training courses entitled IPS210 Procurement for Public Sector and SRM210 SRM Server Configuration. NASA intends to issue a sole source purchase order for these courses to SAP Public Services, Inc. under the authority of FAR Subpart 6.302-1. The Agencys requirements for this specialized training can only be met by the unique capabilities and expertise of SAP Public Service, Inc.Because this training is in support of SAP Products and Internet search yielded no other training available from any other vendor, SAP Public Service, Inc. is the only qualified and available vendor. Market research identified no other company that possesses the unique expertise and capabilities required to fulfill this training. The Government intends to acquire a commercial item using the procedures in FAR Part 12 and FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Oral communications are not acceptable in response to this notice. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. Background: NASAs financial system of record utilizes the SAP Enterprise Core Component (ECC) 6.0 and SAP NetWeaver Business Warehouse 7.3 software for accounting and reporting. SAPs Procurement for Public Sector (PPS) 2.0 provides a web-based acquisition system that supports the necessary requirements for Federal procurements while providing complete and native integration to the agencys financial and reporting solution. By utilizing a single vendor (SAP), it provides stable application interoperability between ECC, BW and PPS while providing maintenance and enhancements to the ECC, BW and PPS applications independent of one another. NASA has already determined to implement SAP PPS 2.0 which will result in the following advantages: Provides a complete end-to-end procurement solution, which meets all requirements. PPS is currently installed in NASAs SAP ECC system and only requires a license to activate the component. NASA is requesting an addition to its current SAP licensed software to include SAP Procurement for Public Sector, which augments current SAP Procurement Financial functionality with SAP Procurement Contracts Management functionality. PPS provides functionality that will help meet Paperless Contracting goals (electronic signature, single enterprise data container, and archive and destruction capabilities), and also provides useful standard reports. PPS will facilitate compliance with the new PIID requirements. Complete SAP native integration across the entire Acquisition Lifecycle. Eliminates the need to maintain custom interfaces to ECC, eliminating O&M activities associatedwith custom interoperability. Fully compliant with US FAR based procurement processes. Provides NASA with the opportunity to interpret and modify FAR and NASA specific clauses while providing FAR clause library capability. Minimizes IT landscape complexity and cost by utilizing the SAP NetWeaver technology platform, which is supporting the ECC and BW applications. NASA team members are efficient in operating and maintaining the SAP NetWeaver platform having completed multiple patching, upgrade and migration activities. Current procurement user community utilizes the ECC application. The PPS application will have a similar look and feel to ECC interface, lowering end user training requirements through the product lifespan. Provides seamless budget validation during the purchase requisition, order, receipt and invoicing activities. Supports the "Single Source of Truth" objective by eliminating duplicate data entry across disparate systems. This will drive down IT costs through lower storage requirements, interface maintenance and confusion associated with "system of record" in the event of synchronization issues. Reduces cycle time and enable paperless initiatives by eliminating manual paper processes through automation, workflow and digital signatures without additional licensing costs. Provides a common and consistent change management, patch and upgrade process throughout the Financial, Business Intelligence and Procurement applications. Gain efficiencies by leveraging a single vendor support organization for Financial, Business Intelligence and Procurement applications. Gain efficiencies by leveraging a common resource pool to support application customization and reporting requirements across the Financial, Business Intelligence and Procurement applications. Reduces investigation and analysis time by accessing one centralized system and eliminating need to toggle between stand-alone systems. Gain efficiencies by leveraging the currently defined vendor support model in place for Financial and Business Intelligence that provides remote software support that is auditable and includes role based authorizations which limit support delivery experts to the required system (development, sandbox or production) and component(s) unique to the problem being resolved. Provides a common and consistent development process that supports customer based application configuration, custom code and report development. Custom code development is supported by pre-defined user exits, in addition to allowing NASA the ability to deploy agency specific modifications to vendor delivered application code. Upon completion of the courses, students shall be able to: Server Configuration Course: 1) Create technical and application-specific basic knowledge to be able to participate successfully in an SAP SRM Server 7.0 implementation. 2) Customize procurement processes with SAP SRM server. Procurement for Public Sector Course: 1) Explain the positioning and functionality of the Solution SAP Procurement for Public Sector and the combination and integration of different SAP components that it comprises. 2) Configure SAP's solution Procurement for Public Sector in SRM and ECC. Place of Performance: NASA Marshall Space Flight Center, Bldg. 4200, Room G13B, Huntsville, AL 35812, unless otherwise notified. Period of Performance: SRM210 SRM Server Configuration Week of July 27, 2015 [10 students] IPS210 Procurement for Public Sector Week August 17, 2015 [15 students] Note: The students for each class may or may not be the same employees. The vendor shall provide instructor(s)to teach these two courses and provide all supplies and materials necessary to provide course instructions. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Central Standard Time on Monday, July 20, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than Noon CST Friday, July 17, 2015. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
