- Removal of approximately 1,200 to1, 400 unauthorized domestic horses from Santa Rosa Ranger District, Humboldt-Toiyabe National Forest and Fort McDermitt Paiute-Shoshone Reservation with intermingled public land parcels. Contract payment will be determined by 1) set-up and take-down rate; 2) days of helicopter drive-trap gathering at a daily rate for a complete gather; 3) stand-by daily rate if operations are suspended for some unforeseen circumstance which is of no fault of the contractor; and 4) additional days of feeding, watering and on-site security at temporary holding facility following completion of helicopter drive-trap operations and support to brand inspection(s). The Contractor shall furnish all labor, supplies and equipment necessary to accomplish the required work. The work consists of the capture of unauthorized, trespass and estray domestic horses from the gather area. This work also consist of the care, feed, and transportation of the animals to a designated holding facility identified in the statement of work/contract within 12 hours of capture at the approved trap site(s). The work shall be accomplished in a safe and humane manner and be in accordance with the specifications and provisions. The Forest Service, in partnership with Fort McDermitt Paiute Shoshone Tribe, is committed to the well-being, safety, and humane and responsible care of tribal horses. The Forest Service and its contractor shall ensure humane care and treatment for tribal horses during all phases of the pre-gather, gather, and post-gather process. At all times, the care and treatment provided by the Forest Service and its contractor will be characterized by compassion and concern for the animal's well-being and welfare. The Forest Service and its contractor will, to the maximum extent practicable, prevent or minimize fear, pain, distress, suffering, risk of injury, and death while carrying out activities authorized under applicable laws, regulation, policy, this contract.
