Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 334220 with a size standard of 750 employees. AFRL requires three (3) each Picoflexor Transceiver Software-Definable Radio Platform, including blank AEP module assembly for dual picoflexor, cableset, frequency extender. The Government intends to negotiate a sole-source contract for the purchase of the system described above. The identified sole-source provider/producer of these systems is as follows: DRS Signal Solutions 700 Quince Orchard Road Gaithersburg MD 20878 The Government has determined DRS Signal Solutions is the only source that can meet the requirement because this specific Picoflexor hardware is currently used by AFRL customers who require that our technology be integrated within this specific platform. The unique ability of this Picoflexor package will facilitate field testing and evaluation for deployment into existing classified operational environments without modification to existing AFRL customer's hardware platform. Picoflexor Transceiver Software-Definable Radio Platform (P/N: SI-8649A) with the requisite cableset (P/N: 8649/STDCABLES), blank AEP module assembly for duel Picoflexor (P/N 14101743-002), frequency extender (PN: SI-9249/FE12) and standard interconnection option (P/N: 9249/FE/STDKIT) to connect the frequency extender (PN: SI-9249/FE12) to the Picoflexor are unique items produced only by this vendor. The unit with these specific options will mimic AFRL customer platforms. The unique aspect is derived from the specific construction of the SDR and the associated software. It is in wide use by the ISR community and purchase of this specific item will ensure AFRL derived technology will transition in a format compatible with the ISR community platform assets. A substitute would not be compatible and prevent transition of AFRL technology. Use of another platform would result in a substantial duplication of cost not expected to be recovered in competition. This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 7 August 2015. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
