- RFQ Solicitation N00421-15-T-0444 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request on a full and open competitive basis, under the authority of FAR Part 12 and FAR Part 13. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This maybe accomplished electronically at http://www.sam.gov. Preference will be given to small business See Attached RFQ. Award is expected 31 August 2015. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals. All proposals received by 28 July 2015 will be considered by the Government. The Government will not pay for any information received. Fascimile proposals are acceptable.
