- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-23844 and is being conducted as a 100% Small Business Set-Aside, under the procedures of Part 12 and 13, test program.The North American Industrial Classification System (NAICS) number is 334111. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-82 dated June 8, 2015. The Federal Bureau of Investigation intends to award a Firm-Fixed price type contract for the Acquisition of a High Speed Scanner with Software. This procurement is for the Delivery, Installation, Integration, Training and Maintenance of the Hardware and Specialized Software components of a high speed scanner. The maintenance agreement is for 8 hours a day, 5 days a week service to include parts and labor. The expected delivery date is September 15, 2015. Any management fees, travel expenses, or other fees associated with providing the above services should be identified and included in this request. The High Speed Scanner shall meet or exceed the following specifications: Scanning speed - minimum of 250 pages per minute (PPM), Letter Size and portrait at 300DPI, duplex and simplex operation; Paper handling - demonstrated ability to handle fair-to-poor quality paper (i.e. old onion skin documents); Scanning Modes - duplex and simplex; Document Size - Capable of handling small documents (65mm x 85mm) such as business cards and post-it notes as well as handle oversize documents (297mm x 432mm) such as legal size file holders; Image Capture - Two stream image capture options that include color, bi-tonal (black and white), or grayscale, capable of JPEG 2000 image output; Document feeding - manual and automatic; Barcode recognition and capture; Automatic Document Feeder (ADF) capacity - minimum 1000 sheets; Output bin/Pocket Capacity - minimum of 1000 sheets; Double Feed Detection; Orientation - Portrait and Landscape; Image Resolution Minimum - Output: 300DPI, Optical: 300 DPI; Image Enhancement - De-skew and auto-orientate; Image cleanup for improved Optical Character Recognition (OCR) capability; Scanner interfaces to a batch management software that captures and provides statistical data on scanner and scan operator performances; the software must allow for management of batch and reports from scanner and non-scanner workstations; Host operating system (OS) must be MS Server 2012 R2 or newer; Interface to network needs to have 1Gb throughput with fiber LC connections; Must be compatible with SofTrac Capture Suite version 2.12.6 and newer software; Five (5) year maintenance standard agreement with 8x5 services. Award shall be made as low price - technically acceptable. The provision at FAR Clause 52.212-1, Instructions to Offerors (FEB 2012), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers: "Submit signed and dated offers to the attention of Renee L. Braun, Contracting Officer, via email to: Renee.Braun@ic.fbi.gov. All quotes are due by 2:00PM EST, August 7, 2015. The period of performance will commence September 1, 2015 - August 31, 2016. Incorporate by reference FAR Clauses 52.212-4, Contract Terms and Conditions (FEB 2012), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (JAN 2013), Subsection (a), (b), 1, 5,10, 13, 21,23, 24, 25, 26, 33, 43 and (e). ADDENDUM to Clause 52.212-4, add 52.211-6-BRAND NAME OR EQUAL (AUG 1999); 52.216-18-ORDERING (OCT 1995); 52.233-2-SERVICE OF PROTEST (SEP 2006). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (APR 1998). The Head of the Contracting Activity, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C., shall serve as the FBI's contact in accordance with 52.233-3-PROTEST AFTER AWARD (AUG 1996). Each offer shall include a completed copy of 52.212-3 with their quote. ADDENDUM to Clause FAR Clause 52.212-2, Evaluation-Commercial Items (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2 (a)-Award will be based on the technical capability of item offered to meet the Government requirement and price. Offerors shall acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
