Attachment 2 - RFQ Information Sheet Attachment 1 - Schedule of Prices This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Firm Fixed-Priced quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-15-Q-0050 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 effective July 2, 2015. This is an unrestricted acquisition, issued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The National Archives and Records Administration (NARA) intends to issue a contract(s) with firm fixed-priced contract line items (CLINs). EVALUATION: This is an unrestricted procurement, subject to Full and Open Competition. The Government reserves the right to issue multiple contracts, as well as, award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR 13.5 in conjunction with Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation and in accordance with the guidance at FAR 12.301(c)(2). A contract will be issued to the Contractor(s) whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this procurement will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the firm-fixed price for each CLIN will be determined by multiplying the Unit Price by the Quantity of units, and the total fixed price will be determined by summing the firm-fixed price of all CLINs. Contractors must provide pricing for each CLIN, including any Option CLINs. BACKGROUND: The purpose of this procurement is to purchase Grass Valley hardware and software for digital video capture workstations at the National Archives and Records Administration, College Park, MD. REQUIREMENTS: See Attachment 1, Schedule of Prices. Contractors must submit their pricing (USD) in accordance with RFQ Attachment 1, Schedule of Prices. Contractors must complete and submit Attachment 2, RFQ Information Sheet. QUESTIONS: Questions regarding this RFQ must be submitted in writing to Ms. Cynthia Jones no later than 12:00 p.m. eastern time on July 23, 2015. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. Gray market (or grey market), also known as parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A "JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION" See page 1 II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED The National Archives and Records Administration is requesting to purchase Ten (10) Grass Valley STORM 3G Elite multi I/0 processor with the EDIUS Workgroup 8.x NLE (Non Linear Editing) software. Grass Valley's Edius systems are Non Linear Video/ Audio Editing Systems (NLEs). Non Linear Editing Systems are utilized by the staff of the Audio and Video Preservation Lab within Agency Services (RDS-A) in order to preserve and make available the video held in its care and custody here at the National Archives, including Presidential Libraries, Legislative Archives, Regional Archives and the National Declassification Center. While there are a variety of NLEs on the market the Grass Valley Systems have been used in the A/V Preservation Labs at NARA due to their ability to follow archival preservation digitization standards, (such as uncompressed 10 bit video streams and particular wrapper formats) flexible in handling a wide range of file formats and compression schemes, measurement tools such as live scopes and metering, and flexible I/0 interface that supports a wide range of video, audio, and sync configurations. The Grass Valley Systems are unique in that the system provides all the required functions and support to insure that the format, quality control, and quality assurance meets NARA's preservation standards and popular preservation guidelines. III. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS (INCLUDING THE ESTIMATED VALUE) The equipment required to meet the agency's need for digitization is the Grass Valley STORM 3G Elite multi I/0 processor with the EDIUS Workgroup 8.x NLE (Non Linear Editing) software. Grass Valley's Edius systems are Non Linear Video/ Audio Editing Systems (NLEs). This acquisition meets the authority of FAR 6.302-1 (c) which states that this authority may be used when "the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company." A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE PART 10) AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED We researched several products utilizing many online sources to obtain information from a variety of manufacturers of video capture hardware\software to discover the available options to create preservation quality video files. These online sources included manufacturer's product specification pages as well as vendor listings and reviews. Preservation quality video files have a stringent set of requirements that only a few products can fulfill. In the past year we have also tested four different video capture solutions, both hardware and software in a "real world" environment. We tested the capture capabilities of each of these solutions with regards to their product specifications. While performing these tests we have concluded that the Storm 3G Elite\Grass Valley Edius combination best meets our needs of creating preservation quality video files. It also contains the flexibility to aid in the capture of those files, with live scopes and multiple I\0 options. This combination of features and functions are unique to the Grass Valley systems, and could not be found in the similar systems that were either tested or researched. IX.
