- DEAPARTMENT OF VETERAN AFFAIRS REQUEST FOR INFORMATION 1.0PURPOSE The Department of Veterans Affairs (VA) VHA Chief Business Office Purchased Care (CBOPC) seeks national availability for a contractor to provide seasonal influenza vaccinations for the flu season beginning October 1, 2015 through March 31, 2016 to include the deployment of automated influenza immunization data persistence into Veterans Health Information Systems and Technology Architecture (VistA) from VA retail pharmacy partners. The purpose of this Request for Information (RFI) is to provide interested parties the opportunity to inform VA of their capabilities to perform the services addressed in this RFI. THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS. VA IS NOT OBLIGATED TO ISSUE A SOLICIATION AS A RESULT OF THIS RFI. THIS IS FOR INFORMATIONAL PURPOSES ONLY. 2.0DESCRIPTION The contractor shall be a retail pharmacy provider with national distribution that provides seasonal influenza vaccinations to eligible Veterans across the continental United States, inclusive of Alaska, Hawaii, U.S. Virgin Islands, and Puerto Rico, (excluding North Dakota). The contractor shall be an active member of the Sequoia Project eHealth Exchange with an executed Data Use and Reciprocal Support Agreement (DURSA) that remains in full force throughout the contract period. The contractor must also have the capability to PUSH discrete, standards based data regarding the administration of the seasonal influenza vaccine using C32 immunization records via the approved Sequoia Project specifications for document submission once the immunization has been administered to the Veteran. In addition, the contractor must have the capability to interface with the VA Virtual Lifetime Electronic Record (VLER). VLER Health is a multi-faceted business and technology initiative that includes a portfolio of health information sharing capabilities between VA and private sector healthcare providers. It is designed to share Veterans' health information securely, using standard-based approaches and multi-party trust agreements. A key goal of VLER Health is to improve health outcomes by making more and better information available to patients and clinicians caring for service members, Veterans, and their eligible beneficiaries. To achieve this, VLER Health is continuing to build and strengthen the information management and technology infrastructure to participate in both eHealth Exchange and Direct data sharing methodologies. The Departments are working with existing health information exchange production sites to increase the adoption and use rates among clinicians in private sector hospitals and clinics. In addition, the VLER Health program is accelerating new partnerships and expanding connectivity to all qualified eHealth Exchange partners, including Electronic Health Record (EHR) vendors who provide health information exchange capabilities for a large client base. Typically, when data exchange occurs in the current implementation of eHealth Exchange within VA, the data is only viewable and not saved in the VA health record. New data persistence initiatives have enabled VHA to save immunization data pushed from a retail pharmacy partner into the VA medical record. The incorporation of this data informs clinical decision support (immunization reminders) within the medical record. This initiative also has the potential to increase Veterans access to care as they can receive immunizations at their local pharmacy and have the data readily available to their VA health care providers. 3.0 DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Additionally, this RFI does not obligate the Government to the issuance of a Request for Proposal. All information received in response to the RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.202 (e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract.
