- R15PS01169 Quote Instructions R15PS01169 Statement of Work R15PS01169 Clauses and Provisions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-83. However, Request for Quotation (RFQ) R15PS01169 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. The U.S. Department of Interior (DOI), Bureau of Reclamation, Lower Colorado Dams Office (LCDO), has a requirement for purchasing two Single Purpose Explosive Detection Canines as described in the attached Statement of Work. It is anticipated that award will result in a firm-fixed price Purchase Order using the Lowest Price Technically Acceptable Selection Process. Quotes will be evaluated based on whether or not they conform to the attached Statement of Work. Failure to address any of the characteristics in the Statement of Work may result in the vendor being deemed not technically acceptable. Attached are the following: (1) Statement of Work including Salient Characteristics, (2) Clauses and Provisions (3) Quote Instructions. This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 112990 All Other Animal Production. The small business size standard for NAICS Code 112990 is tiny_mce_marker.75 millions of dollars. The following clauses and provisions are applicable to this commercial item acquisition: FAR provision 52.212-1, Instructions to Offerors - Commercial items FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Quoters shall include in their quote a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Quoters may complete the annual representation and certification online at www.sam.gov. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items FAR Clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial items. Reclamation will accept written questions for this solicitation. Please submit all written questions pertaining to this solicitation to Jessica Damian by email to jdamian@usbr.gov no later than Tuesday, July 28, 2015 3:00 PDT. Responsible quoters are requested to submit a quote for this requirement. Please see attached quote instructions.
