Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases (NIDDK), 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) intends to negotiate on a sole source basis with Formulatrix of 10 DeAngelo Drive, Waltham, MA, 02451. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases, performs research using X-ray crystallography as a primary technique. For high-throughput crystal screening, an automated imaging system that stores and images a large number of the crystal trays on a pre-determined schedule greatly improves overall efficiency and productivity. As the lab's needs are expanding, additional users to the existing Formulatrix Rock Imager 182 is increasing and increased capacity for crystal trays is required. The requested capacity upgrade unlocks 50% more plate capacity (64 plates) through a software upgrade. This upgrade costs less than 10% of the cost of purchasing another Rock Imager and is only available through Formulatrix. The Rock Maker Web is an exclusive add-on software platform to the Formulatrix Rock Imager that enables multiple users to view and analyze imaging data simultaneously and remotely on internet-enabled devices securely. Currently access, viewing, and analyses of all the imaging data collected by the Rock Imager can only be performed by a single user at a time on the attached instrument controller computer. As more users and capacities are added to the existing Formulatrix Rock Imager 182, the Rock Maker Web allows multiple users in multiple lab groups to simultaneously and remotely view, manage, document, and analyze the large number of images stored on the imager. This software add-on thus greatly increases the overall research efficiency and productivity in a highly cost-effective manner, as compared to purchasing additional Rock Imagers. This software license is available exclusively from Formulatrix. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541711 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. This is not a solicitation for competitive quotations. However, if any interested party believed they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. A capability statement must be submitted to Linda Smith, Contract Specialist at Linda.Smith2@nih.gov on or before 11:00 AM EST on Friday, July 31, 2015. All questions must be in writing and submitted electronically to Linda Smith, Contract Specialist at Linda.Smith2@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR] http://www.sam.gov. No collect calls will be accepted.
