Description: This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, and can be viewed at https://www.federalregister.gov/articles/2011/11/02/2011-27778/federal-acquisition-regulation-federal-acquisition-circular-2005-54, or on the Acquisition.gov website: https://www.acquisition.gov/?q=node/197&searchTerms=FAC%202005-54. For ease of reading, interested bidders will be referred to as you or your; the National Park Service is NPS, we, or us. Although the magnitude of this project is less than $25,000, we are soliciting requests for quotes (RFQ) via FedBizOpps to foster small business participation and innovation. If you are new to bidding on federal contracts, the Contracting Officer especially encourages you to submit a quote. REQUIREMENT: 65-inch outdoor television with a speaker sound bar, mounting and cleaning kit, SkyVue model NXG-DS-500 or equivalent. DELIVER TO: Tonto National Monument / 26260 N Arizona Hwy 188 / Roosevelt, AZ 85545, 30 days after receipt of order (ARO). Consideration must be given to the small turning radius of the Visitor Center parking lot in the matter of delivery. A semi-truck would not be able to navigate the parking lot and only a vehicle less than 30-feet in length with a lift-gate could maneuver this area. AWARD: The resulting award will be a firm fixed-priced purchase order; the National Park Service will not modify the contract to increase the price due to errors in the quote. The purchase order will match the quote; the invoice must match the purchase order and any agreed-upon modifications. ALTERNATIVE SUGGESTIONS FOR COMMERCIALITEMS: Vendors may submit multiple quotes with alternative product suggestions, as long as each alternative meets or beats the characteristics of the brand name in characteristics and warranty. We will evaluate each quote separately, even if from the same company. TECHNICAL ACCEPTABILITY: Representatives from Tonto National Monument will evaluate all proposals for technical acceptability, and we will award the order to the company that provides the lowest price technically acceptable. SET-ASIDE: This procurement is set aside 100% for small businesses under NAICS codes 238210, 423620, 443142, and NAICS series 334*. Each bidder's SAM (www.SAM.gov) record must indicate that the business is small under the applicable NAICS code. The TV needs to display images effectively in direct sunlight without glare or other distortion issues. This TV model has an żactive cooling system ż which will prevent damage to the screen from overheating due to direct sunlight. Tonto NM is in the Sonoran desert and outdoor temperatures can range up to 115 degrees (F) in summer. It is essential that this television operate consistently in this environment. The large screen (65-inches) is needed to show the park movie for large groups up to 50 people at a time. The sound-bar upgrade will ensure that all members of a large group can hear the movie. The mounting bracket is needed to securely and safely anchor the 100-lb TV to the wall. The screen cleaning kit is needed to prevent dust, dirt, pollen or fingerprints from impacting screen quality. SHIPPING - Part II, Section I: Solicitation Clauses - The following Federal Acquisition Regulation clauses (FAR) pertain to this project. DOI TEXT MESSAGING Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government while Driving (October 2009) Executive Order 13513, Federal Leadership On Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (Ref: http://edocket.access.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately bans text messaging while driving company-owned or rented vehicles, government owned or leased vehicles, or while driving privately owned vehicles while on official government business or when performing any work for or on behalf of the government. 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (c) Representation.
