Description
This is a PRE-SOLICITATION NOTICE of a proposed requirement to award one (1) Multi-Photon Laser Scanning Microscope and accessories on a "Brand Name or Equal" basis. This notice is issued solely for informational and planning purposes and no offers will be accepted. The requirement is for a commodities purchase contract to provide a Multi-Photon system as outlined in the salient characteristics and specifications outlined in the solicitation. The brand name instrument is a Neurolabware 2P-RS-01T Two-photon Laser Scanning Microscope. Shipping FOB Destination shall be included in the overall price. The Veteran's Health Administration Service Area Office - East estimates a posting date of solicitation VA268-15-R-0100 on July 30, 2015 and distributed solely through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). This notice does not constitute a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed. It is the responsibility of any interested party to monitor this site for additional information pertaining to this notice. The agency is contemplating single award of a firm fixed price (FFP) contract to the contractor whose submission represents best value to the Government. The North American Industry Classification System code is 333314 Optical Instruments and Lens Manufacturing with a small business size standard of 500 employees. Interested parties shall be registered in the System for Award Management at (www.sam.gov). Salient Characteristics Multi-Photon Laser Scanning Microscope This requirement is solicited as a "Brand Name or Equal" as determined by the Contracting Officer (CO) and based on the salient characteristics. The brand name instrument is a Neurolabware 2P-RS-01T Two-photon Laser Scanning Microscope. The proposed equipment shall meet or exceed the following specifications: 1.Multi-photon laser scanning microscope: The Data collection system shall be synchronized to the laser to increase the signal to noise ratio. System shall have an electrodeformable lens element to allow for faster and clearer volumetric scanning. The system shall have the ability to acquire images as close as possible to the plane of interest, as well as include software that automatically traces and measures the regions of interest to speed up data analysis. a.Laser Scanning: i.Cambridge Technology CRS8 8KHz resonant scanning mirror with driver board or an equal to better item as determined by the CO. ii.Cambridge Technology 6215H galvanometer scanning mirror with servo driver board or an equal to better item as determined by the CO. iii.4:1 optimized scan telescope VIS-NIR 400nm-1100nm. 36mm focal length scan lens (Ploessl- type VIS-IR 0 deg AR coating nine surfaces), and 150mm focal length tube lens (VIS-IR 0 deg AR three surfaces) or an equal to better item as determined by the CO. iv.Electrically tunable lens for fast Z focus. b.Microscope Control: i.Custom controller circuit board with PSoC chip to control microscope system. c.Motion Control: i.3x: 100mm travel motorized linear stages with 0.1 micrometer step resolution for XYZ motion or an equal to better item as determined by the CO. ii.1x: motorized rotation stage providing a virtual 4th axis of rotation around the preparation or an equal to better item as determined by the CO. iii.6-axis stepper motor controller for X-Y-Z-Theta axis rotation matched to objective angle and parameterized true gimbal motion or an equal to better item as determined by the CO. d.Light Collection: i.Full 2 inch collection optics or an equal to better item as determined by the CO. ii.Full 2 inch Semrock IR blocking filter, dichroic filters, and band-pass filters or an equal to better item as determined by the CO. e.Signal Detection/Amplification/Digitization: i.2x: Hamamatsu PMTs with 135-degree angle of acceptance or an equal to better item as determined by the CO. ii.2x: Femto DHPCA variable gain high-speed current amplifier and power supply or an equal to better item as determined by the CO. iii.1x: Alazar Tech ATS9440 125MS/s, 14-bit PCI Express Digitizer with clocking upgrade or an equal to better item as determined by the CO. iv.1x: Dell T7810, or latest model, with dual Intel 8-core CPUs, 64GB RAM, 6TB RAID0 HD, Nvidia K5200 GPU or an equal to better item as determined by the CO. f.Software: i.Custom Scanbox software. Fully native Matlab code. Pre-installed on the PC as a compiled program or an equal to better item as determined by the CO. g.Table Optics and Beam Conditioning: i.ConOptics pockels cell and controller with beam splitter or an equal to better item as determined by the CO. ii.Mechanical laser shutter and controller or an equal to better item as determined by the CO. iii.All necessary posts, post holders, kinematic mirror mounts, steering mirrors. iv.Optics for beam expansion and collimation. h.All necessary SMA and BNC connectors, null modem cable, serial and USB cables. i.Custom enclosures with fully integrated power supplies. 2.Epifluorescence Option: a.PCO Edge 5.5 camera or an equal to better item as determined by the CO. b.High power LED epifluorescence light source. c.All necessary dichroic and band-pass optical filters. 3.Animal Monitoring: a.Dalsa M1200 camera or an equal to better item as determined by the CO and triggered power supply for monitoring pupil. b.Dalsa M610 camera or an equal to better item as determined by the CO and triggered power supply for monitoring ball. c.2x c-mount video lenses for above cameras. d.Quadrature encoder or an equal to better item as determined by the CO for tracking 1D movement of a circular platform. 4.Objective Lens: a.Nikon 16x, 0.8NA water dipping objective lens or an equal to better item as determined by the CO.
