- PLEASE NOTE THE DUE DATE REFLECTED WITH THIS NOTICE IS NOT THE PROPOSAL DUE DATE, BUT USED FOR ARCHIVE PURPOSES. THE PROPOSAL DUE DATE WILL BE IDENTIFIED IN THE SOLICITATION. This pre-solicitation notice requirement supports the mission of the Naval Air Systems Command (NAVAIR) Navy Depot Maintenance Systems (NDMS) Program Management Office (PMO), Command Fleet Readiness Center (FRC) 7.2.2, Patuxent River, MD on behalf of The Department of Defense (DoD) has a new contract requirement for a three (3) year Firm-Fixed Price (FFP) and Cost Reimbursement (no fee) one year contract with two one-year option periods to provide NAVAIR Depot Maintenance System (NDMS) Software Maintenance and Enhancement Support, NDMS Suite of Applications. This is a follow-on contract and will be awarded on a sole-source basis to Astadia, Inc. pursuant to Authority 10 U.S.C. 2304(c)(1); as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Description of Services: This requirement is a follow-on to contract GS-35F-0247M/N00104-12-F-Q393 for NAVAIR Software Maintenance and Enhancement Support Services for the NDMS Suite of Applications. This contract will be a three year FFP and CR (no fee) contract for one year with two one-year option periods. A follow-on contract to Astadia, Inc., 12724 Grand Bay Parkway, Suite 300, Jacksonville, FL 32258-9491 will provide continued support to the NAVAIR NDMS Cecil Filed Activity at FRC Southeast (FRCSE) Jacksonville, FL for significant software enhancements to the NAVAIR NDMS applications, and for new development of interfaces between NDMS and Defense Logistics Agency (DLA), Defense Finance Accounting Service (DFAS), Defense Industrial Financial Management System (DIFMS), FISC U2, Navy ERP, and Networks Make To Order / Maintenance Repair & Overhaul (MTO/MRO). Services include software maintenance, troubleshooting, and issue resolution on the current NDMS application software suite, while also performing activities required to re-develop the underlying NDMS suite architecture and will be in accordance with the Performance Work Statement; Performance Requirements Summary; and Attachments/Exhibits. The contract period of performance will be for three (3) years commencing approximately August 1, 2015 through July 31, 2018. This is a commercial acquisition. The Primary North American Industry Classification System (NAICS) is 541512 Computer Systems Design Services. Post-Award Notices: A Justification and Analysis (J&A) has been approved pursuit to the authority cited above.
